Divine <br /> <br />GENERAL/MINUTES <br /> <br />Action Item: Hodgson Road/County Road J Proposal – Ms. Divine outlined a proposal from <br />Muir Companies for a grocery anchor with added retail on the northwest corner of Hodgson/Cty <br />R. J. She listed a number of issues: <br />• The project is different from the Master Plan that was approved, therefore it would need a <br />Comp Plan amendment <br />• Utilities need to be brought to the site <br />• Road improvements and signalization are required <br />• Neighbors have been opposed to a grocery store on that site <br />• TIF will likely be required to assist with acquisition and improvements <br /> <br />Members discussed how other projects have made themselves compatible with the <br />neighborhoods. There was a lot of citizen participation into the master plan, and so council will <br />be concerned about changing it unless the developer can work through neighborhood issues. <br />Members were in consensus that Muir Company was a high quality developer with resources that <br />could make the project work. This site is a gateway to Lino Lakes should do what is necessary to <br />redevelop the area. There is a greater good that needs to be considered. Mr. Corson moved to <br />support the concept plan as an appropriate use for 49/J and to recommend to the city council the <br />maximum use of available TIF for redevelopment of 49/J, while recognizing certain issues need <br />to be resolved, including but not limited to traffic, lighting and buffering. Ms. Keller seconded <br />the motion. Motion passed unanimously. <br /> <br />Business Survey Update <br /> <br />The survey is complete and will go out shortly. The council will be notified that it is going out. <br /> <br />Comprehensive Plan Advisory Panel Update <br /> <br />Ms. Schwartz stated the Comprehensive Plan Advisory Panel was looking at numbers of how <br />many houses the city would expect by 2030. The numbers were the historic number of permits, <br />the Met Council’s projection based on the last Comp Plan, and what the market is likely to be. <br /> 1
