Grochala <br />GENERAL/MINUTES <br />Minutes of December 1,2005 were approved, noting that Mayor Bergeson was present for the <br />end of the meeting. <br />VIKINGS STADIUM RESOLUTION <br />Ms. Divine informed the board that the City Council did not adopt the Resolution that was <br />requested by an anti-stadium group stating that it supported a voter referendum on the issue of <br />whether an Anoka County sales tax would be used to help pay for the stadium. The vote was 3-2. <br />However, Councilmember Reinert proposed a resolution that stated that the city would put a <br />question on the upcoming city survey asking whether residents wanted the right to vote on the <br />sales tax.The survey results to that question would be sent to Anoka County and to state <br />legislators. <br />Decision Resources has been hired to complete the survey. The firm put together a survey <br />question regarding the stadium vote, but there is debate on the council over the wording. <br />Decision Resources will be asked to explore other options for asking the question , but it will <br />delay the survey a few weeks.Ms. Divine read the proposed question, and discussion followed. <br />Members generally agreed believed the question could be asked more clearly. <br />Ms. Divine noted that a larger issue than the stadium question is the survey itself. There has been <br />discussion among the council is that there has been a public campaign to influence residents <br />regarding growth questions . Decision Resources typically looks for “hot spots” in a community <br />and questions the tainting of the survey. Potentially they could qualify the growth management <br />questions. <br />Mr. Vacha questioned surveying only 400 people. Ms. Divine noted that this random sample is <br />based on Decision Resources’professional experience.The next step after the survey is the <br />community vision process. Mr. Vacha suggested the survey be delayed because of the recent <br />controversy, to provide time for things to settle down. Ms. Schwartz noted that the stadium <br />question needs to be asked so the results can go to the legislature during this session.
