Divine; Jeff Smyser, City Planner <br />GENERAL/MINUTES <br />Minutes of September 7, 2006 were approved. <br />Spotlight on 2030 Update <br />Ms. Divine informed the board that a visioning forum for business was held, as well as two <br />community forums. The business forum was well attended and the comments were generally <br />positive at all forums.Four basic themes came out of the forums: Community, Residential and <br />Neighborhood Development; Roads and Transportation; Commercial and Economic <br />Development; and Community Amenities and Natural Resources. Volunteers will serve on four <br />teams to study these categories to develop a Community Vision and Strategic Plan. <br />Ms. Schwartz noted her disagreement with the process for selection of the teams. She had <br />applied, but was turned down because she is on a citizen board. Ms. Divine explained that the <br />visioning consultant wanted to have representatives from boards on the Comp Plan Task Force, <br />and encouraged her to apply. <br />Ms. Kuschke asked about opportunities for people to get involved throughout the Comp Plan <br />process. Ms. Divine said there will be numerous public forums. <br />Legacy at Woods Edge Apartments <br />Ms. Divine informed the board about the status of the affordable housing apartments. She <br />showed the updated elevation, and explained the issue regarding the removal of balconettes. The <br />council has not approved the revised plan. Ms. Schwartz stated it looks better than many <br />apartment buildings she sees. Mr. Helgemoe stated balconettes tend to accumulate belongings. <br />Ms. Divine stated the issue will need to be studied for future buildings. <br />Draft Master Plan for County Road J/Hodgson Road <br />Mr. Smyser informed the board about the status of the master plan completed with Landform as <br />the consulting planners. This plan is not driven by a developer’s plan. Any application will have <br />to fit into the approved master plan. The city has worked with Anoka County, Ramsey County,
