APPROVED CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES DATE: Thursday, July 1, 2004 MEMBERS PRESENT: H. Juni, F. Chase, H. Karth, S. Rymer, K. Hansmann, MEMBERS ABSENT: D. Grochala GENERAL/MINUTES SCHWAN’S RELOCATION Ms. Divine informed the committee that Schwan’s was considering relocating to the Marshan Industrial Park on a site that fronts 35W. The building will be approximately 15,000-20,000 sq. ft. similar to the one built in Maple Grove. The company will have up to 40 home delivery trucks that are loaded at night, are plugged in outside and then disperse early a.m. There is also a large propane tank on site. This also presents the opportunity to work with Schwan’s to remove the metal buildings they currently have on Lake Drive. The current zoning ordinance does not allow outside storage adjacent to 35W. However, the ordinance and definition of outside storage are unclear as to whether trucks (not semi- trailers) used in daily business are considered outside storage. The ordinance has been an issue in the past and may need to be clarified. Members discussed how the ordinance could be made effective in keeping out truck terminals, but should not prevent businesses from operating with trucks as a part of their daily business. Potentially, the ordinance could be changed so anything with outside uses may need a CUP, and the CUP would be defined as to what outside uses would be allowed. Whatever would be allowed would have specific screening criteria. Members agreed that P&Z needs to address the changing of the ordinance. EDAC’s role is to decide whether this is an appropriate use. Mr. Karth moved that Schwan’s location for the new facility meets EDAC’s satisfaction as long as satisfactory screening is provided for the parked trucks. Ms. Hansmann seconded the motion. Motion passed unanimously. 1
