Carlson <br /> <br />GENERAL/MINUTES <br /> <br />Minutes of January 8, 2004 were approved. <br /> <br />New members were introduced. <br /> <br />ELECTIONS <br />Ms. Schwartz nominated Mr. Juni for Chairman. Mr. Karth seconded the motion. Motion <br />passed unanimously. Ms. Hansmann nominated Ms. Schwartz for vice-chair. Mr. Karth <br />seconded the motion. Motion passed unanimously. <br /> <br />EDAC members requested that P&Z be approached about appointing a liaison to attend. <br /> <br />UPDATES <br /> <br />LEGACY AT WOODS EDGE <br />Ms. Divine explained that Hartford Group and SEH attended the previous night’s council <br />work session. SEH demonstrated a traffic simulation that showed traffic breakdown of <br />the 35W bridge in 2010 with the planned traffic improvements to Lake Drive. The bridge <br />is not on the county’s CIP, but with development it may get pushed forward. The city will <br />have to participate in the construction of the bridge. The next step will be to order the <br />feasibility report for the Woods Edge improvements. <br /> <br />Discussion ensued about city participation toward cost of the bridge, and assessing <br />benefiting business in the future. The 35E interchange will also come into play when <br />working with the county and MnDot. <br /> <br />Ms. Divine explained that the Hartford Group market study was completed. It showed a <br />weak market in commercial due to lack of rooftops and commercial competition, but <br />there is a market for entertainment/restaurant uses. The developers have been working <br /> 1
