MAY 21, 1975 <br />o� <br />The regular meeting of the Lino Lakes Planning and Zoning Board was (JD <br />called to order at 8:15 P.M. on May 21, 1975 by Chairman Karth. Members <br />present: Kelling, Hill and Shearan. Members absent: Nadeau and Houle. <br />Councilman Marier was also absent. <br />Mr. Kelling moved to accept the minutes of the April 16, 1975 meeting as <br />written. Motion was seconded by Mr. Hill. Motion carried. <br />Mr. Francis Burque was here to get some answers on questions pertaining <br />to Ordinance No. 6 E - removing topsoil and the permit required. He had <br />applied for a permit in 1972 or 1973 and had paid the $100.00 fee but had <br />never received the permit or had never been informed of the charge per yard. <br />Mr. Burque stated that he has not done anything yet, but his son would be doing <br />dome this year and for sure next; at this time he wants to know how long <br />the permit is good for, if the charge is an annual charge, what the charger <br />per yard is. <br />Mr. Burque also questioned the practice of charging a person to remove <br />his own dirt. Why is this necessary? <br />Mr. Karth said that an inspection is required of the sit to make sure <br />that the land is put back in its original shape at the end of the project. <br />After some discussion of the time limitation Mr. Kelling moved to recommend <br />to the City Council that a permit be granted for this project. <br />Mr. Hill asked if Mr. Kelling would make his motion with a definite time <br />limitation of say 5 years per project? Mr. Hill said if you leave an <br />open end of the limitation of such a project it may be going on for 10 <br />or 20 years and this would not be a good idea. <br />Mr. Kelling agreed and so moved to recommend to the City Council to grant <br />the permit with a five year limitation. Mr. Shearan seconded the motion. <br />Motion carried. <br />The Chairman instructed the Clerk to back date the permit that had already <br />been paid for to 1973, if the Council approved. <br />Mr. Richard Juleen was next on the agenda to request a variance to <br />Ordinance 21 A to split the property at 7109 Lakeview Drive to i acre parcels <br />to build a home on the corner. The property is owned by Mr. Juleen's parents <br />at this time. <br />Because there would be a possibility of land locking future development <br />on Fiarmont St. and the fact that the new lot would not meet current <br />City requirements, the Planning and Zoning Board recommended via motion from <br />Mr. Hill to recommend that the Juleen's have the City Engineer and <br />Planner look at this request and advise on the feasibility of putting a <br />road in off of Fairmont in the future. Mr. Kelling seconded the motion. <br />Motion carried. <br />Mr. Juleen is to contact both the Engineer and the Planner for their <br />recommendations. <br />
