I CITY OF ST. ANTHONY <br />41 HOUSING AND REDEVELOPMENT AUTHORITY MEETING MINUTES <br />3 October 24, 2000 <br />4 I. CALL TO ORDER. <br />5 The meeting was called to order by Chairman Cavanaugh at 8:16 p.m. <br />6 Il. ROLL CALL. <br />7 Commissioners present: Chairman Cavanaugh, Vice Chair Thuesen, Commissioners Sparks <br />8 Horst, and Hodson. <br />9 Commissioners absent: None. <br />10 Also present: Executive Director Michael Momson <br />11 III. APPROVAL OF OCTOBER 24, 2000 H.R.A. AGENDA. <br />12 Motion by Horst to approve the October 24, 2000 H.R.A. Agenda as presented. <br />13 Motion carried unanimously. <br />M 1XV <br />15 Motion by Sparks to approve the Consent Agenda, which included: <br />16 1. Housing and Redevelopment Authority Meeting Minutes of September 26, 2000 as <br />presented; and <br />18 2. Claims for the H.R.A. <br />19 Motion carried unanimously. <br />20 V. GENERAL POLICY BUSINESS OF THE H.R.A. <br />21 A. Discuss Walgreen's TIF Request. <br />22 City Manager Michael Morrison reported that Mike Kalscheur of TOLD Development was pres- <br />23 ent to discuss the concept review for a new Walgreen's store. In the interim, Mornson explained <br />24 the background of the Walgreen's request. TOLD Development is proposing a Walgreens devel- <br />25 opment at the northwest corner of Silver Lake Road and 37th Avenue. Additionally, Walgreens <br />26 is hoping to rely on some level of tax increment assistance from the City of St. Anthony. <br />27 In short, the project would involve the demolition of the existing Amoco gas station and car wash <br />28 buildings, along with the combination of the approximately 265 easterly feet of the adjacent <br />29 property owned by Ken Solie of Village Properties. A 14,490 square foot building would be <br />30 construct and that building would be leased by Walgreen Company for a minimum period of 25 <br />31 years. <br />32 Additionally, binding purchase agreements have been signed with both BP -Amoco and Mr. <br />33 Solie, and Walgreen's committee to the project has been received. <br />aWalgreens has noted that there is some soil correction that needs to be done on the property.
