CITY OF ST. ANTHONY <br />CITY COUNCIL REGULAR MEETING MINUTES <br />FEBRUARY 22, 2022 <br />CALL TO ORDER. <br />Mayor Stille called the meeting to order at 7:00 p.m. <br />PLEDGE OF ALLEGIANCE. <br />10 Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. <br />11 <br />12 ROLL CALL. <br />13 <br />14 Present: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster. <br />15 Absent: None <br />16 Also Present: City Manager Charlie Yunker and Liquor Operations Manager Mike Larson. <br />17 Guests: Aaron Tag — MnDot and Stephanie Roth — HDR <br />18 <br />19 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />20 ITEMS. <br />21 <br />22 I. APPROVAL OF FEBRUARY 22, 2022 CITY COUNCIL MEETING AGENDA. <br />23 <br />24 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve the City <br />25 Council Meeting Agenda of February 22, 2022 as presented. <br />26 <br />27 Motion carried 5-0. <br />28 <br />29 II. PROCLAMATIONS AND RECOGNITION. <br />30 <br />31 A. MnDOT I-35 North Gateway Visioning Study. <br />32 <br />33 Mr. Aaron Tag representing MnDOT and Ms. Stephanie Roth representing HDR Engineering <br />34 presented a power point presentation on the I-35@ North Gateway Study Project Update. Mr. <br />35 Tag provided a project overview indicating the study area on a map. The area is from downtown <br />36 Minneapolis to County Road C. There are 47 bridges along this corridor. The project needs <br />37 studied Pavement Conditions, Reliable Trips, Bridge Conditions and Safer Trips. These are the <br />38 four problems that need to be solved. Additional Context included transit service and reliability, <br />39 current and future land use, project funding and financial constraints, other regional planning and <br />40 construction projects, community/neighborhood priorities and planning efforts, <br />41 pedestrian/bicyclist safety and access and sustainability over a long period of time. <br />42 <br />43 Ms. Roth reviewed when speaking with people in the community the following was a result of <br />44 community interviews and in -person meetings: <br />45 • Local neighborhood impacts from motorists avoiding interstate traffic. <br />46 • Conflict areas between motorists and people walking and bicycling. <br />47 • Demand for expanded transit options and connections. <br />48 • Interstate access contributing to prosperity. <br />49 • Need for agency coordination. <br />
