The <br />sign shall include (1) hours of school use, (21 brief explanation indicating that the <br />arrangement is temporary and due to construction and 131 listing of alternative courts <br />in the area. <br />Motion carried unanimously. <br />DRAFT REQUEST FOR PROPOSALS (RFP) FOR POLICE SERVICE <br />Baldwin indicated the city's contract for police service terminates on January 1, 1995. <br />The city plans to seek proposals for police service starting at that time. Prior to <br />preparing the request for proposals, the city did a citywide survey of residents, <br />business persons and fire and rescue personnel. The city also invited residents and <br />business people to attend one of five neighborhood meetings to discuss future police <br />services. Information was obtained about what people value in their police service <br />and this information was incorporated into the RFP. <br />Hustad indicated that he appreciated the comprehensiveness of issues that were <br />covered in the RFP but felt that it was not specific enough about issues the residents <br />are concerned about. Hustad believes we should establish a minimum level below <br />which we would not accept a contract and feels the RFP was worded too open-ended. <br />Jacobs responded it was left open ended intentionally and is not as specific as other <br />RFP's because of the nature of police service. After further discussion, Hustad and <br />Hoyt agreed that some of the questions on pages 8 and 9 of the RFP can be re- <br />phrased to indicate the level of service we expect rather than in the format of a yes <br />or no response. Hustad moved to approve the RFP with suggested changes and <br />distribute to four.police service providers, Roseville, Ramsey County, St. Anthony and <br />St. Paul. Motion carried unanimously. <br />ADDITION OF ITEM NO. P-6 TO POLICY AGENDA <br />At this time Mayor Baldwin announced the addition of one item to the agenda as Item <br />No. P-6, Consideration of League of Minesota Cities (LMC) Insurance for Open <br />Meeting Law for Mayor and Councilmembers. <br />PROPOSED CITYWIDE GARAGE SALE FOR SATURDAY, MAY 21, 1993 <br />The Solid Waste Commission is proposing a citywide garage sale to be held on <br />Saturday, May 21 from 9 AM to 4 PM. The commission feels the sale would be the <br />"ultimate" in recycling, as well as a great way to bring the community together for a <br />positive event.
