MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 25, 1984 <br />page 3 <br /> <br />Council discussed the final report on Dutch Elm Disease Program for 1984 DUTCH ELM <br />as prepared by Fred Baker, especially the portion relating to the pruning REPORT FOR <br />of boulevard trees. Council requested that Fred Baker be contacted, and 1984 <br />if he is interested in going into more extensive pruning (both diseased <br />and young trees) he attend a Council Meeting in the near future to discuss <br />the matter. <br />1 <br />f] <br />Engineer Schunicht informed Council that installation of a 12" water <br />main on Larpenteur from Cleveland to Fairview would increase the wq.ter <br />pressure in the northwest quadrant as well as the area north of <br />Larpenteur and east of Snelling. Clerk Administrator Barnes explained <br />that there is a shut off valve at Larpenteur and Snelling which must be <br />kept closed or it restricts the flow of water in the northwest quadrant. <br />He stated that the cost of the installation could be included in the <br />tax increment bond issue when those temporary bonds are sold this spring. <br />Mayor Eggert inquired about the financing of the extension of the storm <br />sewer to service Lindig and Tatum to which the Clerk Administrator <br />replied that it would be in a separate increment district, but it might <br />be possible to run the storm sewer to Fairview at the same time as the <br />water main. Several Councilmembers requested further information re- <br />garding the water pressure in various neighborhoods, the amount of <br />pressure actually necessary, and future changes being considered by <br />the St. Paul Water Utility. Following the discussion, Councilmember <br />Eggert moved, seconded by Councilmember Chestovich, that the Engineer <br />be authorized to prepare a feasibility study on the proposed water <br />main. Motion carried unanimously. <br />ENGINEER TO <br />PREPARE <br />FEASIBILITY <br />STUDY ON <br />12" WATER <br />MAIN ON <br />LARPENTEUR <br />CLEVELAND TO <br />FAIRVIEW <br />Mayor Eggert explained that he and Clerk Administrator Barnes had met <br />with a representative of the Association of Municipal Liquor Stores <br />(Lyndon Griffin) regarding possible changes in the City's Municipal Liquor <br />Store. Several suggestions for improving the store were made such as <br />eliminating full time employees, organizing traffic patterns so customers <br />will pass through the store, upgrading the beer coolers, some exterior <br />changes to identify it as a liquor store, and more agressive promotion. <br />Following a discussion Council agreed to set a workshop on February 14, <br />1984 at 7:00 P.M. for the purpose of meeting with Mr. Griffin and discussing <br />the matter. <br />Mayor Eggert presented some proposed increases in ambulance rates. He <br />explained that it is necessary to establish a fund for replacement of <br />the ambulance and at the present rates sufficient funds are not being <br />accumulated. He pointed out that the Falcon Heights Ambulance rates <br />are much less than others charge. Following a discussion, Councilmember <br />Baldwin moved, seconded by Mayor Eggert, that the proposed increases <br />be adopted. Motion carried unanimously. <br />LIQUOR STORE <br />DISCUSSION <br />AMBULANCE <br />RATES <br />INCREASED <br />In the absence of Councilmember Ciernia, Shirley Chenoweth, presented COMPUTER <br />an update on the search for a word processor/computer. On January 17th SEARCH <br />a demonstration of the Hewlett Packard 150 was observed, and in the near UPDATE <br />future the salesperson will visit the City Office to assist in a needs <br />assessment. <br />
