MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 9, 1984 <br />PAGE 3 <br />RESOLUTION 84-17 RESOLUTION <br />84-17 <br />A RESOLUTION ADOPTING DEVELOPMENT PROGRAM AND <br />TAX INCREMENT FINANCING PLAN <br />Clerk Administrator Barnes informed Council that it is possible to AMBULANCE <br />obtain $1,000,000. aggregate on the ambulance malpractice insurance and MALPRACTICE <br />explained that Great American Surplus Lines Insurance Company is the INSURANCE TO <br />only company offering an aggregate policy. Following a discussion, BE OBTAINED <br />Councilmember Ciernia moved, seconded by Mayor Eggert, that the mal- <br />practice insurance be obtained with the following limits of liability: <br />$500,000 each clain, $1,000,000 aggregate at a cost of $530.00 per <br />year, such amount to be taken from the Contingency Fund. Motion carried <br />unanimously. <br />Mr. and Mrs. Norbert Hermes arrived and asked to be heard regard- MR. & MRS. <br />ing the blacktopping of their boulevard area. .Mayor Eggert explain- N. HERMES <br />ed Council's action previously in the meeting. Mr. and Mrs. Hermes REQUEST TO <br />commented on the fact that the area is sand and dandelions and BLACKTOP <br />very difficult to maintain. Following a short discussion, Council BOULEVARD <br />directed Clerk Administrator Barnes to contact Ramsey County and DENIED <br />request that they level, clean and seed the strip. <br />Councilmember Hard informed that during the power failure last week EMERGENCY <br />the Fire and Rescue Department had a medical emergency and the area LIGHTS FOR <br />was so dark they could not locate the chains to manually open the FIRE DEPT. <br />bay door. Council discussed various methods of emergency lighting DISCUSSED <br />such as installing emergency lights similar to the one in the Council <br />Chambers or a generator. The Fire Department is requesting lighting <br />in both the bay area and the day room. Clerk Administrator Barnes <br />felt that the Maintenance bay should also have emergency lighting. <br />Following the discussion, the Clerk Administrator was directed to <br />obtain the purchase price plus installation for both emergency lights <br />and a generator. <br />Mayor Eggert reported on the meeting with Don Weber of Digital regard- OFFICE AUTO- <br />ing office automation and presen*_ed IBM and Digital cost comparisons. NATION UPDATE <br />Council briefly discussed the appraisal of the Municipal Liquor Store. LIQUOR STORE <br />Mayor Eggert inquired if the building is sold for $150,000 APPRAISED AT <br />would Bullseye buy the property and the City use tax increments to off- $150,000 <br />-set other items in the project, to which the Attorney replied in the <br />affirmative. He also asked if conditions may be placed on the sale <br />such as Bullseye must expand the size of their building or that the <br />Liquor Store property be used only as a parking lot, and Attorney <br />Gasteazoro replied that the City may place conditions as seen fit. <br />Mayor Eggert informed Council that he and the Clerk Administrator had REDEVELOPMENT <br />met with Milton Cohen on May 8th and discussed briefly some ideas for COMMITTEE FOR <br />redevelopment of the southwest quadrant at Larpenteur and Snelling. SE QUADRANT <br />Mr. Cohen indicated he could have some preliminary plans prepared by LARPENTEUR/ <br />the end of the month and that he was willing to work with a redevelop- SNELLING TO <br />ment committee.
