MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 11, 1984 <br />PAGE 2 <br />~~ <br />Engineer Schunicht explained that the bid date on the Larpenteur Avenue Water- <br />Main project has been postponed to July 25, 1984 in order that he will have LARPENTEUR <br />time to negotiate with the University of Minnesota for an easement and to AVE. WATER- <br />finalize plans with St. Paul Water Utility. MAIN <br />Engineer Schunicht referred to a letter from Clinton Hewitt, Associate Vice U OF M <br />President, Physical Planning-and Physical Plant, University of Minnesota, REQUESTS <br />(6/26/84) requesting that the City extend Development District ~~l to include SEWER SERVICE <br />the University of Minnesota Golf Course in order that sanitary sewer service FOR GOLF <br />would be available to the-Golf Course. Since the Golf Course is already COURSE <br />included in Development District X61, amending the District will not be <br />necessary. Engineer Schunicht will provide more information at the July <br />25th Council Meeting. <br /> K. COMMISSION <br />Acting Mayor Chestovich presented a letter from Veryl Andre, 2140 Folwell V. ANDRE, <br />Street, and a petition signed by twelve other residents of the area, request-2140 FOLWELL <br />ing that some action be taken to solve the drainage problem on the pedestrianREQUEST THAT <br />walkway between Hoyt Avenue and Folwell Street. Council referred the matter DRAINAGE <br />to the City Engineer who will report back at the July 25th meeting. PROBLEM BE <br /> SOLVED <br />Acting Mayor Chestovich opened the Public Hearing on Development District <br />No. 2 at 7:30 P.M, and presented the Affidavit of Publication. Fiscal <br />Consultant Steve Apfelbacher reviewed the plan and explained that the tax <br />increment financing district and financing plan are not being established <br />at this time. The purpose of establishing the development district is to <br />establish a framework for development giving the City rights such as the <br />right of eminent domain. <br />Doug Alsdorf, owner of Ann's Tailoring and Distinctive Cleaners, 1548 W. <br />Larpenteur, expressed concern over the possible development of the south- <br />east corner of Larpenteur and Snelling and how he will be affected. <br />Acting Mayor Chestovich explained that Mr. Cohen has indicated an interest <br />in developing the corner but there are no definite plans as yet. It was <br />suggested that Mr. Alsdorf keep in contact with the Redevelopment Committee, <br />especially two members who are businessmen on that corner: Greg Stende and <br />Doug Lehnen. <br />In reply to questions from Councilmembers, Fiscal Consultant Chenoweth <br />explained that the district and map can be amended at any time and that <br />any parcel within a development district can be designated a blighted area, <br />it is not necessary to include the entire district. <br />PUBLIC <br />HEARING ON <br />DEVELOPMENT <br />DISTRICT N0. <br />2 <br />DOUG ALSDORF <br />ANN'S <br />TAILORING & <br />CLEANERS <br />Attorney Gasteazoro was of the opinion that Bullseye Golf would soon be HEARING TO <br />obtaining bids on the proposed building and, therefore, recommended that BE CONTINUED <br />the hearing be continued in order that the tax increment financing district ON 8/8/84 <br />can be established without scheduling a separate public hearing. Follow- AT 8:00 P.M. <br />ing a short discussion, Acting Mayor Chestovich moved, seconded by Council- <br />member Bladwin, that the hearing be continued on August 8, 1984 at 8:00 P.M. <br />Upon the recommendation of Fiscal Consultant Chenoweth, Councilmember <br />Ciernia moved, seconded by Acting Mayor Chestovich, that Resolution 84-21 <br />be adopted. Motion carried unanimously. <br />
