MINUTES ., <br />REGULAR CITY COUNCIL MEETING <br />JULY 11, 1984 <br />PAGE4 <br />DISTRIBUTION OF POPULATION, THE LOCATION, SIZE, ORDINANCE <br />HEIGHT, AND THE USE OF BUILDINGS AND IMPROVEMENTS, N0. 205 <br />THE ARRANGEMENT-OF BUILDINGS AND IMPROVEMENTS ON (cont.) <br />LOTS AND TRACTS, .DESIGNATING THE NUMBER AND <br />CLASSIFICATION OF ZONING DISTRICTS AND DELINEATING <br />THEIR BOUNDARIES WITHIN THE CITY, PROVIDING FOR A <br />SYSTEM OF ADMINISTRATION, ENFORCEMENT AND APPEALS <br />ESTABLISHING PENALTIES AND REPEALING ORDINANCES N0. <br />64 AND 138 <br />1 <br /> <br />Engineer Schunicht explained-that the City will be taking bids on WALKWAY TO <br />the 1984 Sealcoating project on July 25th and the bid will include p~K <br />the cost of construction of the walkway from Falcon Woods No. 3 to the FALCON <br />City Park. He reviewed comments made by Engineer Brad Lemberg in his WOODS N0. 3 <br />letter dated July 11th recommending that the easement to the park be <br />kept 10 feet in width due to the fact that a standard pathway paver is <br />72 feet in width. The walkway would be five feet in width with approximately <br />six inches of gravel on either side. The estimated cost is $600 - $700. <br />Chuck Kelly and his wife Carole Gallagher, 1845 Moore, and Lowell Lundy, <br />1853 Moore, were in attendance to address the matter. Mr. Kelly <br />explained that Good-Value Homes will pay for fencing and one-third of the <br />cost of the paving and that he felt the City should pay for the remainder <br />of the cost of-the paving. A lengthy discussion ensued regarding the <br />type of fencing (split rail as requested by the homeowners or chain <br />link which the Council felt-more practical), who should pay for the <br />cost of paving, whether or not the cost could be taken from the Park <br />Development Fund, and maintenance of the easement. Councilmember <br />Ciernia suggested that Good Value pay one-third, the City one-third and <br />the two abutting residents one-third. The homeowners refused to <br />participate. <br />George Plant, 1861 Moore, presented the background of the old walkway <br />which abutted his property and stated that the City paid for both the <br />fencing and the walkway and he felt that the City should pay for the <br />cost of this walkway. <br />Attorney Gasteazoro stressed the fact that the City owns the property and <br />that the misunderstanding between the homeowners and Good Value Homes does <br />not concern the City. <br />Mr. Kelly agreed to obtain prices and maintenance costs for the suggested <br />types of fences and will attempt to have the information for the July 25th. <br />meeting. <br />Acting Mayor Chestovich moved, seconded by Councilmember Baldwin, that <br />the City Attorney be authorized to contact the bonding company for Westlund <br />Construction to take over the completion of the City Hall project, as <br />recommended by Engineer Lemberg. Motion carried unanimously. <br />ATTORNEY TO <br />CONTACT BOND <br />CO. RE: CITY <br />HALL <br />COMPLETION <br />Attorney Gasteazoro informed that she and Mary Ippel had met with Bob <br />Collins to work on the development agreement and it is unlikely that <br />there will be a signed agreement in the near future. In a conversation BULLSEYE <br />with Mr. Collins, he had indicated that if Bullseye cannot negotiate for UPDATE <br />purchase of the station and condemnation is pursued there could be <br />
