MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 27, 1985 <br />PAGE 4 <br />Mayor Eggert moved, seconded by Councilmember Ciernia, that the City <br />Engineer be authorized to negotiate with Ramsey County, the University <br />of Minnesota, and City of Lauderdale, for storm sewer extension. Motion <br />carried unanimously. <br />3~ <br />EINGINEER TO <br />MEET WITH <br />U OF MN, <br />COUNTY & <br />LAUDERDALE RE <br />STORM SEWER <br />Clerk Administrator Barnes informed that the cost of installation of <br />a mail drop in the lobby will be $410.00 excluding the box. Council MAIL DROP <br />discussed whether or not such a mail drop is necessary and then directed FOR CITY HALL <br />the Clerk Administrator to obtain the price of a box. DISCUSSED <br />Clerk Administrator Barnes explained that the small tractor is in need <br />of repair at a cost of $575 to $725 and recommended the repairs be done <br />rather than purchasing a new larger tractor as requested by the Public <br />Works Foreman. The matter was deferred and the Clerk Administrator <br />was directed to obtain the price of replacement of a like tractor and <br />the life expectancy of the equipment. <br />Mayor Eggert requested that Council consider whether or not City Council <br />meetings should be televised for Cable TV. The consensus of opinion was <br />that the filming should be done if a qualified volunteer can be found <br />to do the filming. Mayor Eggert will check into the matter. <br />Councilmember Chenoweth presented his report dated March 28, 1985 relating <br />to the possible extension of the storm sewer to Lindig and Tatum Streets. <br />He felt that since there is a developer interested in the lot at <br />the end of the Lindig col-de-sac, and there have been other requests to <br />construction homes in the "no build" area, it might be an appropriate time <br />to provide storm drainage to the lots in the area. He then pointed out <br />the advantages and disadvantages. <br />Richard Winkel, 1825 Fairview, stated he had discussed the proposed <br />extension with some neighbors and they were opposed to it as they <br />like the large lavers and gardens and would not want to subdivide to <br />allow construction of homes. Mayor Eggert explained that at this time <br />the financing vehicle is in place (tax increment financing) which <br />would not be available at a later date. Engineer Schunicht stated <br />that the plans were done previously and costs determined and he will <br />check and see how the original payment plan was structured. Mayor <br />Eggert felt it important (and Council concurred) that the owners of <br />the affected lots be invited to an informal meeting to discuss the <br />matter, and will draft such a letter to that effect. <br />The persons who would like to develop Ray Brown's lots north of the <br />Lindig cul-de-sac asked if a decision could be speeded up as they <br />have a time limit. It was explained that those homes could be <br />constructed without the storm sewer so long as they follow the <br />design prescribed by the City Engineer. .After a discussion, Mayor <br />Eggert moved, seconded by Councilmember Baldwin, that the request <br />to subdivide the Brown lot be referred to the Planning Commission, <br />that a public hearing on the subdivision be scheduled for <br />April 24, 1985 at 7:45 P.M., and that the Clerk Administrator be <br />authorized to publish the same.
