MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 28, 1985 <br />PAGE 3 <br />RESOLUTION R-85-49 <br />A RESOLUTION MODIFYING ECONOMIC DEVELOPMENT DISTRICT <br />N0. 1 WITHIN DEVELOPMENT DISTRICT N0. 1 <br />Acting Mayor Hard present background information on the Ford Street <br />right-of-way drainage problem and requested input from those in <br />attendance. <br />10 "! <br />RESOLUTION <br />R-85-49 <br />FORD STREET <br />RIGHT-OF-WAY <br />DRAINAGE <br />DISCUSSION <br />Robert Dunlop, 2137 Folwell, stated that in the past two years he has <br />observed two flash floods with water 2-1/2 feet deep blocking access to ROBERT DUNLOP, <br />the street. In both instances he was unable to get out to go to 2137 FOLWELL <br />the airport. He then commented on the previous wash out and basement <br />flooding, and felt that with the low bid Council should consider <br />installing the larger Strom sewer. <br />Marcel Richter, 2132 Folwell, wishes to reinforce his statements MARCEL <br />at an earlier meeting that now is the time to do the entire project RICHTER, <br />with the 1666 Coffman project. He then asked if it would be necessary 2132 <br />to remove trees, to which Engineer Schunicht replied that three trees FOLWELL <br />would be lost from the eight-of-way, two box elders and one pine, but <br />the others could be saved. <br />Richard Martin, 2135 West Hoyt, said he has watched the sewer on Hoyt RICHARD MARTIN, <br />for 15 years and was not entirely convinced that the engineering 2135 WEST <br />proposed would solve the problem as catch basin at the bottom of HOYT <br />the hill on Hoyt collects a great amount of run-off, fills with debris, <br />and then backs up Ford St. to Folwell. He felt nothing could be done <br />to prevent the Hoyt basin from collecting debris due to its location. <br />Engineer Schunicht explained that the new catch basin castings are <br />more self cleaning due to the fact that they have longer openings <br />to carry off some of the debris. <br />Diane Van Tasell, 2121 Folwell, indicated she would oppose the storm DIANE VAN <br />sewer even if there were no assessments, as her main concern was for TASELL, 2121 <br />the trees that must be removed if the project goes forward. She FOLWELL <br />also felt the trees were needed to screen the residences from 1666 <br />Coffman. She asked that Council not implement phase three to save the <br />trees and taxpayer's money. <br />Steve Eggiman, 2121 Folwell, commented on action taken by Council at STEVE <br />the former meeting (to do phases one and two) and that he felt that EGGIMAN, <br />made sense. He asked that Council do the "small fix" now and, if 2121 FOLWELL <br />necessary, the storm sewer at a later date since the Mayor had indicated <br />that the City does sewer projects every year and the enlargement of <br />the storm sewer could be included in another project. Mr. Eggiman <br />stated that there have been hard rains and no problem, and he felt there <br />was not health or safety problem. <br />Veryl Andre, 2140 Folwell, felt she had presented her opinion in her VERYL ANDRE, <br />first letter and wanted Council to know she had not changed her 2140 FOLWELL <br />stand, she desires a solution to her flooding problem. She inquired <br />about the cost if phase three is done later. <br />
