MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 28, 1985 <br />PAGE 4 <br /> <br />1 <br />10~ <br />Engineer Schunicht explained that phases one and two will lessen the flooding <br />15 to 20 percent (an estimate) but would not alleviate it, whereas, a five ENGINEER <br />year pipe should eliminate approximate 75 percent of the flooding. He stated <br />that there is a good sized project going now, did not forsee any others in SCHUNICHT <br />the near future, and if done next year as a small project the cost could <br />increase by 25 percent. <br />Richard Martin, 2136 Hoyt, asked where the berm is to be located, to <br />which Engineer Schunicht replied it will be next to the street by <br />the catch basin to force more water into the sewer. <br />Council addressed such items as whether or not phase three should be <br />implemented when only three families are inconvenienced, the health <br />and safety hazard, the present low bid, loss of trees, and if <br />the City should pay for the cost of the berm. Engineer Schunicht <br />stated that the berm could be considered maintenance. <br />Veryl Andre, 2140 Folwell, asked if it would be possible to not assess <br />the homeowner who will lose the trees, and that amount could be used <br />to cover the cost of tree replacement. She was informed that the <br />trees in question are on the City easement. <br />Following the discussion, Council decided to take no further action, <br />and to proceed with phases one and two as previously determined. <br />At 8:00 P.M. Acting Mayor Hard opened the Public Hearing on Delinquent <br />Sanitary Sewer Charges and. presented the Affidavits of Publication <br />and Mailing. There being no one wishing to be heard, Acting Mayor Hard <br />closed the hearing at 8:03 P.M. <br />Acting Mayor Hard moved, seconded by Councilmember Ciernia, that <br />Resolution R-85-50 be adopted. Motion carried unanimously. <br />RESOLUTION R-85-50 <br />A RESOLUTION LEVYING SPECIAL ASSESSMENTS FOR <br />DELINQUENT SANITARY SEWER RENTAL CHARGES <br />Acting Mayor Hard moved, seconded by Councilmember Baldwin, that <br />Resolution R-85-51 be adopted. Motion carried unanimously. <br />RESOLUTION R-85-51 <br />A RESOLUTION ESTABLISHING ROSELAWN AVENUE AS A <br />COUNTY STATE AID HIGHWAY <br />Judy Karon, representing the Ramsey County Community Development Block <br />Grant Program, addressed Council regarding concerns expressed by <br />Mayor Eggert at a previous meeting. Ms. Karon explained that changes <br />made in the agreement at the request of some participating communities <br />had strengthened the position of the cities involved, that all other <br />communities have approved the agreement, and that Falcon Heights is needed <br />RICHARD <br />MARTIN, <br />2136 HOYT <br />VERYL ANDRE, <br />2140 FOLWELL <br />NO FURTHER <br />ACTION ON <br />FORD.
