MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 25, 1985 ~ ~ O <br />PAGE 2 <br />experience--(1) automation of the financial operations of the City, (2) <br />formulization of the Parks and Recreation Program, and (3) storm sewer <br />district. Mayor Eggert requested that Mr. Eck check with the University <br />of Minnesota to inquire as to what resources might be available and for <br />the Clerk Administrator to contact MACI and the League of Cities. Mr. <br />Eck will then meet with the Mayor and Clerk Administrator to discuss <br />the issue further. <br />At 7:15 P.M. Mayor Eggert opened the Public Hearing on the 1986 Budget PUBLIC <br />and Revenue Sharing and presented the Affidavit of Publication. After HEARING ON <br />a discussion on whether an appropriation should be included for the 1986 BUDGET/ <br />Fire Department for transmission lines for the Heart Aid and Retirement, REVENUE <br />it was decided that Council needs to further study whether new SHARING <br />equipment should be added to increase or improve the level of service, <br />what position the city wants to be in as far as providing service is <br />concerned and adequate training needs to be provided. Mayor Eggert <br />commented that the present employees are well-trained, very professional <br />and competetent but the long-term issue needs to be addressed. Council- <br />member Hard stated that the City needs to assess what the potential <br />health care needs are (which the Fire Department may be able to provide). <br />Mayor Eggert suggested that Council meet with Chief Renchin to discuss <br />the issues as there is enough money in the budget to accommodate changes <br />over the next 12 months. Mayor Eggert closed the Public Hearing at 7:43 P.M. <br />1986 <br />Mayor Eggert moved, seconded by Councilmember Ciernia, adoptirn of the 1986 BUDGET <br />Budget as presented. Motion carried unanimously. ADOPTED <br />Mayor Eggert moved, seconded by Councilmember Chenoweth, approval of REVENUE <br />$20,000 in Federal Revenue Sharing to be applied to the policing portion SHARING <br />of the budget. Motion carried unanimously. ADOPTED <br />Mayor Eggert moved, seconded by Councilmember Baldwin, approval of anticipated <br />revenues from the sewer fund based upon current quarterly charges in the SEWER FUND <br />amount of $360,000 and anticipated expenditures in the amount of $320,984. ADOPTED <br />Motion carried unanimously. <br />Engineer Schunicht notified Council that due to the large amount of fall STORM SEWER <br />construction, he would present the storm sewer study by December 31, 1985 STUDY DUE <br />so that it could be used as a part of the rate setting process for DATE <br />discussions in January. <br />Engineer Schunicht reviewed his September, 1985, feasibility report on the <br />Bullseye Center alley reconstruction and indicated that due to the small <br />nature of the reconstruction, the cost is quite high. The alley would <br />have to built as a nine ton alley due to the amount of truck traffic. <br />He suggested that a change order be initiated with either Keller Construction <br />or Bituminous Roadways to include this as part of their larger projects to <br />reduce the cost. Bids have been advertised if needed. If the project is <br />assessed, the residential lots would be assessed approximately $600 per lot <br />while Embers and Bullseye Center would be assessed at a higher rate due <br />
