MINUTES <br />REGULAR CITY COUNCIL MEETING <br />FEBRUARY 11, 1981 <br />PAGE 3 <br />~.l <br />Mayor Warkentien moved, seconded by Councilmember Steele, that Council LIQUOR <br />grant the request of Yellen and Associates, Accountants for the Aiunicipal STORE <br />Liquor Store, to increase the fees from $250.00 to $275.00 per month and ACCOUNTING <br />an additional $100.00 for preparing the year-end financial statements and FEES <br />closing the books. Motion carried unanimously. INCREASED <br />Mayor Warkentien moved, seconded by Councilmember Brown, that Council <br />authorize payment of $2,538.13 to Bonestroo and Associates for engineering <br />fees through December, 1980. Motion carried unanimously. <br />Attorney Allen reported that, in his opinion, the Section 8 Housing <br />Non-ia~igrant Student Alien Amendmendment is now in effect. However, <br />in view of the contract the City has with Metro HRA, it would be a <br />breach of contract if the City attempted to reject or refuse to process <br />an application. The Attorney suggested that each Section 8 applicant <br />might be presented with a copy of the new law and the applicant directed <br />to contact Metro HRA if there are questions. Councilmember Eggert moved, <br />seconded by Mayor Warkentien, that the document be drafted and presented <br />to Section 8 applicants as suggested. Motion carried unanimously. <br />Mayor Warkentien informed Council it would not be necessary to discuss <br />the proposed legislation regarding suburban court locations as the <br />proposal has been dropped for the present time. <br />Councilmember Brown reported that the Recreation Advisory Committee <br />met February 10, 1981 for an organizational meeting, choosing Don <br />Brown as Chairperson and Maxine Harkness as Secretary. <br />Councilmember Brown reported that she had attended the District 623 <br />Community Schools Advisory Committee Meeting and that with the closing <br />of Fairview Junior High .School it will become the Community Center. <br />Councilmember Larson reported that she had met with District 12 of <br />St. Paul and was presented with a copy of the District 12 Plan which <br />is on file at the Falcon Heights City Office. <br />Mayor Warkentien reported that he, Clerk Administrator Barnes and <br />Councilmember Brown had met with Barbara Lukermann, President of the <br />University Grove Homeowners Association, regarding the possibility <br />of constructing a new City Hall at Coffman and Larpenteur. Ms. <br />Lukermann suggested that a complete package be prepared in order <br />that she could present it to the Grove residents. <br />The Clerk Administrator informed Council that he had been contacted <br />by Towle Realty and Don Hermes regarding a proposed Planned Unit <br />Development on the Hermes and Hawkins properties and indicated a willing- <br />ness to sell the City a portion of the land bordering on Larpenteur. <br />Council seemed to be of the opinion that the price would be exhorbitant. <br />A lengthy discussion ensued after which it was decided to assemble any <br />information Ms. Lukermann considers necessary and pursue the possible <br />acquisition of University property. <br />BONESTRO0 & <br />ASSOC. <br />PAYMENT <br />APPROVED <br />SECTION 8 <br />HOUSING <br />ALIEN <br />STUDENT <br />DISCUSSION <br />SUBURBAN <br />COURT <br />LOCATION <br />DROPPID <br />REC.
