MINUTES ~ ~~ <br />REGULAR CITY COUNCIL MEETING <br />MAY 27, 1981 <br />PAGE 2 <br />Mayor Warkentien opened the Public Hearing on Cable TV at 8:00 p.m. PUBLIC <br />HEARING <br />Councilmember Eggert gave a brief review of the Cable TV franchising CABLE TV <br />process and the "Request for Proposals" for the benefit of those in <br />attendance. Rodney Slessor, Assistant Pastor of the Falcon Heights <br />United Church of Christ, and Nancy Nelson, a representative of the <br />Church, were in attendance and indicated the Church's interest in <br />Cable TV. <br />Councilmember Eggert explained that some changes had been made in the <br />"Request for Proposals", the major one being a change from a 10 year <br />contract provision to a 15 year contract provision. He informed that <br />the cable companies had objected to the 10 year provision and that <br />the North Suburban Cable Commission came to the conclusion that with <br />a 15 year contract provision more cable companies would be interested <br />in bidding thus lowering the price to subscribers and providing better <br />service. Councilmember Steele indicated objection to the 15 year pro- <br />vision on the grounds that constant great technology advances would <br />make the system obsolete before the culmination of the contract. <br />Councilmember Eggert explained that the Cable Commission had agreed <br />to the 15 year contract with the stipulation that at any time during <br />the franchise period (possibly 5 to 7 years) there would be an oppor- <br />tunity to extend the franchise for an additional 10 years in return <br />for a technological upgrading of the system, should the Commission <br />feel it warranted at that time. <br />Thomas Creighton, Attorney for the North Suburban Cable Commission, <br />addressed those in attendance offering further explanations and <br />emphasized that the resolution being considered is not the final <br />action, but acceptance of the "Request for Proposals" which sets <br />forth the conditions required by the Cable Commission. <br />There being no others wishing to be head, Councilmember Eggert moved, <br />seconded by Councilmember Larson, that Resolution 81-fibe adopted <br />accepting Draft #4 of the "Request for Proposal". Upon a vote being <br />taken the following voted "aye": Mayor Warkentien, Councilmembers <br />Brown, Eggert and Larson, and the following voted"nay": Councilmember <br />Steele. Motion carried. <br />RESOLUTION 81-6 RESOLUTION <br />81- 6 <br />A RESOLUTION ADOPTING A REQUEST FOR PROPOSALS <br />FOR A CABLE COMMUNICATIONS SYSTEM FOR THE CITY <br />OF FALCON HEIGHTS <br />Councilmember Eggert explained that the Cable Commission had recomen- SECRETARY TO <br />ded that one City staff person be designated to provide information PROVIDE ALL <br />to inquiring cable companies to assure that each company would rec- REQUESTED <br />eive identical information. Motion carried unanimously. <br />Mayor Warkentien moved, seconded by Councilmember Brown, that the COMPREHENSIVE <br />matter of the sewer element of the City Comprehensive Plan be de- p~ -SEWER <br />ferred and that the Engineer be authorized to contact George Lusher.
