MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 27, 1981 <br />PAGE 4 <br />The subject of upgrading the Municipal Liquor Store was presented by <br />Mayor Warkentien. Clerk Administrator Barnes informed Council that he <br />had checked into the cost of residing the building as the exterior is <br />badly in need of repairs. Councilmember Steele was of the opinion that <br />the renovation of both the interior and exterior should be considered <br />together and perhaps budget the cost over a period of several years. <br />Following a discussion the matter was deferred until the July 8, 1981 <br />meeting, allowing all Councilmembers time to check the store for possi- <br />bile renovation needs. <br />Councilmember Steele commented on the number of untidy lawns in the <br />City and Council discussed possible methods of correcting the situation. <br />Since Ordinance 4180 does apply in instances where grass is 6 inches <br />or more in height and whereweeds are going to seed, Council recommended <br />that the City staff be observant of untidy lawns, and that a letter <br />be written to the homeowners requesting that the problem be remedied. <br />It was noted that Mayor Warkentien, Clerk Administrator Barnes and <br />Councilmember Brown will attend the District 623 Annual Inter-Agency <br />Meeting June 15, 1981 at Lake Owasso Center. <br />Engineer Lemberg reported on a letter from the Director of Public <br />Works of the City of St. Paul and also the minutes of the Overflow <br />Meeting of April 8, 1981 which he attended together with the engine- <br />ers from the other involved communities. He read excerpts from the <br />minutes and drew attention to some inaccuracies when quoting his <br />statements. Councilmember Eggert moved, seconded by Mayor Warkentien <br />that Engineer Lemberg be directed to draft a letter in regard to the <br />inaccuracies in the minutes and that the draft be reviewed by Attorney <br />Brannigan (attorney for the communitiies protesting the overflow charges) <br />and Clerk Administrator Barnes. Motion carried unanimously. <br />On Attorney Allen's recommendation Council ruled that Falcon Heights <br />representatives will not attend any future overflow meetings unless <br />such meetings have been cleared with the legal consultant. <br />Mayor Warkentien informed Council that upon the recommendation of <br />Mark Matthews, Assistant to County Commissioner Salverda, he had <br />contacted the Chairman of the University of Minnesota Regents <br />Physical Planning Committee. At the invitation of the University <br />Mayor Warkentien and Clerk Administrator Barnes met with Vice <br />President of Finance Bohen and Clint Hewitt of the Physical Planning <br />Department regarding the possible purchase of University land for <br />a City Hall site. Prior to the meeting a call received at the City <br />Office indicated that there are plans to construct a 5 story senior <br />citizen retirement center on the land at Coffman and Larpenteur, <br />which had been considered as a possible City Hall site. Mr. Bohen <br />and Mr. Hewitt informed that there was such a plan .beYng con- <br />sidered. The only land the University would be interested in selling <br />to the City is a portion of the land on which the Community Park is <br />located.
