2~INUTES <br />SPECIAL CITX COUNCIL MEETING ~,J <br />JULY 15, 1981 <br />PAGE 3 <br />Mayor Warkentien presented a request from the University of Minnesota COMMONWEALTH <br />Cycling Team to close off Commonwealth Avenue from Eckles to Gortner ECKLES TO <br />on Saturday, October 3, 1981 from 8:00 a.m. to 3:30 p.m. for the annual GORTNER TO BE <br />Fall Wheel Race. Councilmember Brown moved, seconded by Councilmember CLOSED FOR MN <br />Larson, that the request be granted. Motion carried unanimously. CYCLING TEAM <br />RACE <br />A request from Barbara Leary, 1382 W. Iowa, and Sue Ready, 1359 W. <br />Iowa to blockade Iowa Ave. between Hamline and Albert on July 30 or IOWA AVENUE <br />31 for a two-block potluck supper for the residents was considered. BLOCK PARTY <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the REQUEST <br />request be granted with the stipulation that the party end by 9:00 GRANTED <br />p.m. Motion carried unanimously. <br />1 <br /> <br />Mayor Warkentien read a request from Rice' Chestovich, 1407 W. CALIFORNIA AV <br />California, to blockade California Ave. between Albert and Pascal, on BLOCK PARTY <br />Thursday, August 6, 1481 from 5:30 p.m. until 9:00 p.m. for a neigh- REQUEST <br />borhood block party. Councilmember Larson moved, seconded by Council- GRANTED <br />member Eggert, that the request be granted. Motion carried unanimously. <br />Council discussed the feasibility study made by the City Engineer re- CITY HALL <br />garding remodeling the present municipal buildings or constructing a FEASIBILITY <br />new facility. Since the cost of either project would be approximately STUDY <br />the same Council came to the concensus that it would probably be most <br />feasible to further check into new construction. The Clerk administrator <br />was directed to obtain facts regarding the possible purchase of a portion <br />of the Rose Hill Nursery property as a City Hall site, and advise Lowell <br />Hargens of the Farmers Union Grain Terminal Association, that the present <br />City Hall site might be for sale, as that organization had previously <br />indicated interest in purchasing the land. <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the firm of BRIGGS & <br />Briggs and Morgan be designated as the City's legal consultant for the MORGAN LEGAL <br />remainder of the year with the stipulation that if any matter concerning CONSULTANT <br />the University of Minnesota arises which might have an effect on Falcon FOR REMAINDER <br />Heights, the City be notified of the problem (due to the fact that Briggs OF 1981 <br />and Morgan occasionally represent the University). Motion carried unani- <br />mously. <br />Councilmember Brown presented a request from Fire Chief Renchin to extend CHIEF RENCHIN <br />his term of duty beyond the 20 year period. Councilmember Steele moved, TERM OF DUTY <br />seconded by Councilmember Larson, that the request be granted. Motion EXTENDED <br />carried unanimously. <br />Clerk Administrator Barnes informed Council that, as directed by Council <br />at the June 24, 1981 meeting, he and Engineer Lemberg had check Pascal <br />and Albert Streets south of Larpenteur for the purpose of determining <br />whether or not to upgrade those streets in conjunction with the 1981 <br />sealcoating project. During the survey they found most of the streets <br />in the area in poor condition. Since the City's Comprehensive Plan <br />addresses itself to a capital improvement plan and Metropolitan Council <br />mandates the plan be implemented, the Clerk Administrator requested <br />that Council consider upgrading the entire Northome area (with except- <br />ion of areas which were previously reconstructed) the project to include <br />curb and gutters, streets and storm sewers. Following a discussion <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the City's <br />Engineering Firm do a field survey and prepare an updated cost estimate <br />NORTHOME <br />STREET REPAIR <br />DISCUSSION <br />
