MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 26, 1981 <br />PAGE 2 <br />Mayor Warkentien read a letter from James Bykowski of the Park and Recre- <br />ation Committee expressing thanks to members of the Council, Fire Depart- <br />ment, Maintenance Men and City Staff for assisting with the successful <br />Ice Cream Social held July 30, 1981. Also acknowledged were the business <br />establishments which participated in the event. Councilmember Steele moved, <br />seconded by Mayor Warkentien, that the letter be noted officially in the <br />minutes. Motion carried unanimously. <br />The request from Summerset Sea Foods, Dick Maw, Owner, for a Peddler's <br />License was deferred as Mr. Maw had not as yet submitted the license <br />application and fee. <br />Mayor Warkentien presented for consideration a request from Patrick Clarkin, <br />1618 Hollywood Court, for a Peddler's License to sell indoor plants <br />from the GTA parking lot on August 29th and 30th, and September 5th, <br />6th, and 7th. Mayor Warkentien moved, seconded by Councilmember Larson, <br />that Peddler's License ~~799 be issued allowing Mr. Clarkin to sell plants <br />from the GTA parking lot. Motion carried unanimously. <br />Clerk Administrator Barnes presented to Council the street lighting policy <br />established by the City of Roseville.(Gouncil had requested this inform- <br />ation at the August 12, 1981 meeting.) After discussing the matter Council- <br />member Eggert moved, seconded by Mayor Warkentien, that the following <br />street light policy be established as a guideline to be used when residents <br />request additional lighting: (1) Intersections, (2) Curves, (3) Dead ends <br />or cul-de-sacs, (4) Grade differential, and (5) Not Less than 300 feet <br />apart on blocks. Motion carried unanimously. <br />Councilmember Steele informed that he and the Clerk Administrator had a <br />3 hour negotiation meeting with Ken WenzeX:. of the State Fair and Rick <br />Keenan, Attorney for the State Fair, on August 25, 1981. He stated that <br />the group went through the itemized list of costs including time expended <br />by employees and captial outlay. Attorney Keenan made it necessary for <br />the City representatives to defend each point and inquired as to the <br />monetary benefits to the City which are generated by the fair. Council- <br />member Steele had inquired as to the Fair's next step and was informed <br />that the information will be taken to the Fair Board for consideration <br />and then brought back with whht the Fair Board feels is'important. 'his" <br />will, no .doubt, make more negotiations necessary. Councilmember Steele <br />stated that he stressed the fact that the law clearly states what must <br />be done- <br />Glerk Administrator Barnes informed Council that some residents have <br />requested "No Parking" signs be placed on the south side of Garden <br />from Pascal to Snelling Drive for the duration of the State Fair. <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the <br />request be granted. Motion carried unanimously. <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the <br />$200.00 donation from Bonestroo, Rosene, Anderlik and Associates, Inc. $200 GIFT <br />be accepted with thanks. Both Councilmembers Eggert and Steele stated FROM <br />they felt such gifts are not appropriate. Engineer Lemberg stressed BONESTR00 & <br />that the gift was given as a "thank you" and for no other reason. ASSOC. FOR <br />Upon a vote being taken the gift (which was designated by the Bonestroo PARK DEPT. <br />firm to used for parks) was accepted unanimously. <br />
