MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 28, 1981 <br />PAGE 2 <br />' Mayor Warkentien presented a proposal from Mark Hurd Aerial Surveys, Inc. AERIAL SURVEY <br />for aerial photos of Falcon Heights. Councilmember Steele stated he PROPOSAL <br />felt the photos would :be an unnecessary expenditure and Council concurred. REJECTED <br />Councilmember Steele moved, seconded by Councilmember Eggert, that the <br />City reject the proposal. Motion carried unanimously. <br />Mayor Warkentien presented for Council's approval the appointment of LOUISE <br />Louise Zawlocki, 1211 Fifield, to the Human Rights Commission. Since ZAWLOCKI <br />Ms. Zawlocki's qualifications were not known, Councilmember Steele re- APPOINTMENT <br />quested that she be asked to submit a resume for Council's review DEFERRED TO <br />before approving the apppointment. The matter was deferred to the 1ST MEETING <br />first meeting in November. IN NOVEMBER <br />Mayor Warkentien presented for Council's consideration Resolution 81-20 <br />requesting the Legislature to include Falcon Heights in the North Sub- <br />urban District during reapportionment. Councilmember Steele moved, <br />seconded by Mayor Warkentien, that Resolution 81-10 be adopted. Motion <br />carried unanimously. <br />RESOLUTION 81-20 <br />~~ <br />RESOLUTION <br />81-20 <br />A RESOLUTION REQUESTING THE LEGISLATURE OF THE <br />STATE OF '~'aNNESOTA TO CONSIDER IN THEIR RE- <br />APPORTIOA':NT PROCESS TO INCLUDE THE CITY OF <br />FALCON HEIGHTS IN THE NORTH SUBURBAN DISTRICT <br />1 <br />A proposed agreement between Falcon Heights and St. Paul Ramsey Medical <br />Center for medical advice to the Rescue Department (at a cost of $250.00 <br />per year) was presented for Council's consideration. Fire Chief Renchin <br />explained that the State Health Department requires that rescue services <br />have a medical advisor to assist in training squad members in various <br />techniques, provide medical advice when needed, and assist when any <br />complaints are registered against the squad's procedures. Council- <br />member Eggert moved, seconded by Councilmember Brown, that the agreement <br />with St. Paul Ramsey Medical Center for medical advise be approved. <br />Motion carried unanimously. <br />AGREEMENT <br />BETWEEN <br />CITY AND <br />ST. PAUL- <br />RAMSEY MEDICS <br />CENTER <br />APPROVED <br /> <br />The following persons representing the St. Paul Police Department were ST. PAUL <br />in attendance to discuss the St. Paul proposal to provide police service POLICE <br />for Falcon Heights: Barbara Renshaw, Special Staff Unit, Sgt. Tom Reding, PROPOSAL <br />Special Staff Unit, Lt. Leroy Thielen, Team Commander for Team A-1, and <br />Sgt. Dick Simmons, Shift Supervisor for Team A-1. (The A-1 area would <br />include Falcon Heights.) <br />Sgt. Reding gave a review of past communications between Chief McCutcheon <br />and Falcon Heights and explained the St. Paul patrolling procedure, <br />methods of determining areas with high crime patterns, and the system <br />implemented in the event of a call for service. Sgt. Reding then pre- <br />sented Council with copies of the proposed coverage including cost <br />estimates. <br />Councilmember Steele made the following inquiries: (1) Would Falcon <br />Heights have a specifically assigned vehicle dedicated to patrolling <br />24 hours per day, (2) Requested an explanation of the Tele-Care Unit, <br />(3) Would the Liquor Store receive the same surveillance and bank <br />
