(cont.) <br />Sgt. Reding explained that St. Paul would provide patrol services by <br />a uniformed squad at a uniformed squad level with adequate back up <br />cars, but a car would not be dedicated 24 hours per day for patrol- <br />ling Falcon Heights. Statistical research made by St. Paul indicated <br />there is not a need for such patrolling in Falcon Heights. Ms. Renshaw <br />explained that the Tele-Care Unit is a service of St. Luke's Hospital <br />which provides a daily call-in service for senior citizens and that <br />service would be provided to Falcon Heights without charge. <br />Sgt. Reding indicated that surveillance and escort service for the <br />Liquor Store would be furnished at the discretion of the supervisor, <br />dependent upon other demands. He also stated that St. Paul would be <br />willing to police~Lauderdale should interest be indicated. <br />Councilmember Steele inquired as to why St. Paul is interested in <br />policing Falcon Heights and was informed that St. Paul feels they <br />can provide the service more efficiently and at a lower cost and <br />also that St. Paul is looking for additional revenue due to budget <br />problems. <br />Fire Chief Renchin inquired about dispatching of Falcon Heights Fire <br />and Rescue in view of the fact that St. Paul and Falcon Heights do not <br />have equipment which is compatible. Lt. Thielen and Sgt. Simmons both <br />stated that they felt the problem could be solved and the matter would <br />be researched if Falcon Heights indicates a positive interest in the <br />policing package. <br />Councilmember Eggert commented on the fact that the St. Paul coverage <br />based on the focus on crime patterns based on information accumulated <br />by the Research Department is so totally different from the present <br />uniform coverage to which Falcon Heights is accustomed. Council- <br />member Eggert inquired as to whether or not the visibility of the squad <br />on the 24 hour patrolling concept is a crime deterrent and Sgt. Reding <br />replied that studies indicate routine patrolling is not a deterrant but <br />it does have a calming effect on the public as it alleviates the fear <br />of crime. <br />Residents Ray Garcia, 1906 Prior, and Thomas McGough, 1938 Summer, <br />both indicated they like the present system with the squad patrolling <br />24 hours per day as the visibility makes the residents feel secure. <br />Sgt. Reding assured that there would be routine patrolling in addition <br />to the focus coverage and agreed to provide Council with further statis- <br />tical information as soon as possible. <br />Mayor Warkentien inquired whether the cost proposal included the MSA <br />Fund credit and he was assured by Sgt. Reding that it did not reflect <br />the credit and Falcon Heights would get the credit. <br />Council will take the matter under advisement after reviewing all <br />information on file. <br />
