MINUTES ~ ~~~+ <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 9, 1981 <br />-, PAGE 3 <br />and that traffic lights be considered at that intersection. Council- ROSELAWN_&__ <br />member Eggert stated he felt the existing stops signs cause a traffic CLEVELAND <br />flow problem and should be removed. Since the stops signs in question (cont.) <br />were placed on a trial basis and the effect on traffic was to be evalu- <br />ated by the County, Councilmember Eggert moved, seconded by Mayor <br />Warkentien, that the Clerk Administrator be directed to write the <br />County Engineer regarding the results of the study to date. Motion <br />carried unanimously. <br />Clerk Administrator Barnes informed Council that Attorney Bannigan, <br />who represents the North Suburban Communities on the lake overflow <br />problem, has requested the City of Falcon Heights withold overflow <br />charges billed by the Metro Waste Control Commission. Council- <br />member Eggert moved, seconded by Mayor Warkentien that the Clerk <br />Administrator be authorized to withold the overflow charges as <br />recommended by Attorney Bannigan. Motion carried unanimously. <br />CITY TO WITH- <br />HOLD OVERFLOW <br />CHARGES FROM <br />METRO WASTE <br />CONTROL BILL <br />Clerk Administrator Barnes requested cancellation of the following LOST CHECKS <br />lost checks: (1) Howard Smeby, Check ~~10977 dated 12/15/80 in the ~~10977 & <br />amount of $5.00 and (2) Robert Berg, Check ~~11342 dated 7/15/81 ~~11342 <br />in the amount of $21.00. Councilmember Brown moved, seconded by CANCELLID <br />Councilmember Eggert, that both checks be cancelled and that the <br />Clerk Administrator be authorized to issue duplicate checks. <br />Motion carried unanimously. <br />Attorney Swanson presented for Council's consideration Ordinance <br />~~185 amending Snow Removal Ordiance 4124, a portion of which was <br />difficult to uphold in court. Councilmember Steele moved, seconded <br />by Councilmember Brown, that Ordinance 4185 be adopted and that the <br />Clerk Administrator be authorized to publish the same. Motion <br />carried unanimously. ORDINANCE <br />~~ 185 <br />ORDINANCE 4185 <br />AN ORDINANCE PERTAINING TO THE REGULATION OF VEHICLE <br />PARKING ON PUBLIC STREETS DURING PERIODS OF SNOW <br />REMOVAL: AMENDING ORDINANCE N0. 124. <br />Councilmember Eggert moved, seconded by Councilmember Steele, ANIMAL CONTROL <br />that the 1982 animal control contract with Municipal and Private CONTRACT FOR <br />Services be approved. Motion carried unanimously. 1982 APPROVED <br />Clerk Administrator Barnes explained that recently there have been AMENDMENT TO <br />complaints regarding 'the operation of snowmobiles within the City SNOWMOBILE <br />and suggested that Council consider changing Ordinance 4145 regulat- ORDINANCE TO <br />ing the use of snowmobiles. Following a short discussion the City BE DRAFTED <br />Attorney was directed to draft an amendment to Ordinance 44145 and <br />present it for Council action at the next meeting. <br />Clerk Administrator Barnes requested authorization to acquire Worker's WORKER'S COMP. <br />Compensation Insurance through the League of Minnesota Cities Insur- TO BE ACQUIRED <br />ante Trust for 1982 at a cost of $3,993 (a savings of $1,179 from THROUGH LEAGUE <br />January, 1981). Mayor Warkentien moved, seconded by Councilmember OF MN. CITIES <br />Brown, that authorization be granted. Motion carried unanimously. TRUST <br />
