~, ~ ~ <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JUNE 9, 1982 <br />PAGE 2 <br />Councilmember Larson presented a conditional use request from Gary Ostergren CONDITIONAL <br />of the Falcon Service Center, 1525 W. Larpenteur, to install a paint booth USE REQUEST <br />in the north stall of his service station and moved that the matter be FROM FALCON <br />tabled to allow Fire Chief Renchin and the Building Inspector ample time SERVICE <br />to review the project. Councilmember Eggert seconded the motion for dis- CENTER, 1525 <br />cussion. Councilmember Larson explained that Chief Renchin has expressed W. LARPENTEUR <br />concern over the noise level and potential fire hazard of such an operation MOTION TO <br />and wanted time to thoroughly review the matter, The Planning Commission TABLE <br />at the June 7, 1982 meeting had recommended approval of the conditional use DEFEATED <br />on the stipulation that Chief Renchin give approval. Council. discussed <br />the possibility of approving the conditional use subject to approval by~Chief <br />Renchin and Building Inspector Squires. Councilmember Chestovich inquired <br />as to whether or not there are other such paint stalls in the area and <br />Mr. Ostergren gave names of several shops including one in Roseville. <br />Councilmember Chestovich requested that the City of Roseville be contacted <br />to obtain that City's experience with the paint booths. Mr. Ostergren <br />explained that time is of importance as he has the opportunity to purchase <br />a used booth from Saxon Ford and that firm wants a decision from him with- <br />in two or three days. Mayor Warkentien expressed concern that by delaying <br />a decision, Mr. Ostergren might loose out on the purchase, and Council- <br />members Eggert and Chestovich agreed. Upon taking a vote on tabling the <br />request the following voted in favor thereof: Councilmembers Larson and <br />Ciernia, and the following voted against the same: Mayor Warkentien and <br />Councilmembers Eggert and Chestovich. Motion defeated. <br />Councilmember Eggert moved, seconded by Councilmember Chestovich, that the CONDITIONAL <br />conditional use be approved subject to approval by the Fire Chief and USE APPROVED <br />Building Inspector, Upon a vote being taken the following voted in favor SUBJECT TO <br />thereof: Mayor Warkentien, Councilmembers Eggert, Ciernia and Chestovich, FIRE CHIEF <br />and the following voted against the same: Councilmember Larson. Motion & BUILDING <br />carried. Clerk Administrator Barnes was instructed to contact the City INSPECTOR <br />of Roseville regarding their experience: APPROVAL <br />Councilmember Larson presented a conditional use request from Thomas CONDITIONAL <br />McClellan, 1865 Pascal, to construct a free standing screen house in USE - TOM <br />the back yard of their property. The request was reviewed by the MCCLELLAN, <br />Planning Commission on June 7, 1982 and that body recommended approval. 1865 PASCAL <br />Councilmember Larson moved, seconded by Councilmember Chestovich, that APPROVED <br />the conditional use be approved. Motion carried unanimously. <br />Attorney Kenefick presented for Council's consieration proposed Ordinance <br />providing for park land dedication or payment in lieu thereof. Council- <br />member Ciernia was of the opinion that two items were missing (1) the <br />ordinance did~not relate to intensity of the subdivision., different <br />percentages for different zoning districts and (2) the wording <br />does not ma~:e any allowance for developers who would provide recreational <br />facilities for those living within the development, which might deter <br />developers from providing those facilities. Following a discussion <br />Mayor Warkentien moved, seconded by Councilmember Larson, that the <br />Attorney, with~~the cooperation of Councilmember Ciernia, re-draft <br />the ordinance taking into considerationthe items discussed.
