MINUTES ~~ ~ ~, <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />PAGE 6 <br />OCTOBER 5, 1982 <br /> <br />1 <br /> <br />Bruce Rushton, 1469 w. California, stated he felt there was a basic BRUCE <br />inequity and he saw variance in Council's decision on how much public RUSHTON, <br />money will bear. In the case of Arona, the western section of Northome 1469 W. <br />was given a free ride whereas this time they have been advised that 40~ CALIFORNIA <br />is a free ride. His question was for what types of projects are the <br />people west of Arona responsible? He felt that a quadrant should be <br />established instead of trying to determine who benefits from the alleys, <br />such as a community road repair district in which all will participate <br />in cost of repairs. Mr. Rushton pointed out that the Arona street work <br />was free and the people west of that received the benefit. Mayor <br />Warkentien then gave a full explanation of the Arona improvement. <br />Councilmember Eggert asked (1) were any assessments made on either COUNCILMEIu~EF <br />Garden or Roselawn, and (2) is there any street that serves as a EGGERT <br />precedent - Arona being exempted because finances were different? <br />and (3) is there any street improvement that was assessed over the <br />entire area and not just the adjacent properties? Clerk Administrator <br />Barnes said there was not. Councilmember Eggert felt there was an <br />inequity and the fact that Pascal is a cross street and not a street <br />on which houses front, it should be assessed over the entire .quadrant. <br />Councilmember Ciernia felt that there is some provision for equity in COUNCILMEMBEF <br />that not any street can be a state aid street, the street has to be CIERA;IA <br />more heavily used than a typical residential street, and therefore, <br />the state makes up for the difference. There is equity in selection <br />of streets. <br />Engineer Lemberg advised that a state aid street must be a route that ties ENGINEER <br />to other streets or connects to other streets of equal or higher priority- LEMBERG <br />a County Road (Larpenteur). <br />Pat Fitzgerald, 1434 W. Iowa, wanted to know why the City could not wait PAT <br />until state money is available to pay for Pascal. Councilmember Ciernia FITZGERALD, <br />explained that the decision to repair both streets was made due to the 143li W. IO1,~A <br />condition of the streets. Mr. Fitzgerald commented on the fact that the <br />original discussion took place with most of the residents in attendance <br />but the decision to repair the streets was made without residents in <br />attendance. Mayor Warkentien replied that Council had six months in <br />which to make the decision. Mr. Fitzgerald asked if the street is <br />costing more money to construct because it was designated a state aid <br />street and Engineer Lemberg replied that the street would have been <br />constructed inexactly the same way. <br />Lu Marshall, 1391 W. Iowa, asked who decided on the assessment and was LU MARSHALL, <br />advised it is a Council function. 1391 W. IOWA <br />Henrietta Thom, 1402 W. Idaho, asked who would replace the grass after HENRIETTA <br />the project is completed to which Engineer Lemberg replied that it is THOM, 1402 <br />part of the project contract. She was also assured that driveways would W. IDAHO <br />be repaired if damaged. <br />
