<br />1 <br /> <br />MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />OCTOBER 5, 1982 <br />PAGE 8 <br />Fiscal Consultant Chenoweth explained the bid opening for $675,000 <br />General Obligation Temporary Bonds (Gortner/Prior/Larpenteur Storm <br />Sewer) and read the bids as follows: Piper, Jaffray & Hopwood, 7.551~8~, <br />Bancnorthwest, 7.3238.x, American National Bank and Trust, 7.228, <br />F & M Marquette, 7.589, First Bank Minneapolis, 7.3695, First National <br />Bank St. Paul, 7.1809%, Cronin & Marcotte, Inc., 7.571~~. He recommended <br />accepting the low bid from First National Bank St. Paul. <br />Councilmember Larson moved, seconded by Mayor Warkentien that Resolution <br />82-1~5 be adopted. Motion carried unanimously. <br />RESOLUTION 82-~5 <br />A RESOLUTION ACCEPTING BID ON SALE OF $675,000 <br />GENERAL OBLIGATION TEMPORARY IMPROVEMENT BONDS <br />FOR 1982 AND PROVIDING FOR THEIR ISSUANCE <br />At Council's request Ramsey County Sheriff Zacharias was in attendance <br />to discuss the back up response of the Sheriff's Department. He <br />explained that the Department has a mutual aid agreement with St. <br />Paul and Roseville and that for the Flower City fire both responded <br />in addition to the Falcon Heights squad, supervisor's car with two men, <br />two water patrol cars with two men each, and one contract community car. <br />kt seven minutes after 5;00 P.M., the sheriff's reserve unit was activated <br />with nine reserve officers reporting for duty for traffic and security and <br />working until 12:30. These officers were either part-time or volunteers <br />and are not paid. <br />Councilmembers Larson and Eggert mentioned that complaints were received <br />regarding the way traffic was handled and Sheriff Zacharias explained <br />exactly how the squads were dispatched and where they were stationed. <br />Problems concerning the response time during the Street Rod National <br />incident were thoroughly discussed. Sheriff Zacharias said he was <br />comfortable that enough squads can respond promptly in situations like <br />this. <br />Councilmember Larson moved, seconded by Mayor K`arkentien, that the <br />interest on the assessments for the two previously approved bond <br />issues (Gortner/Prior/Larpenteur Storm Sewer and Pascal Street <br />Improvement) be set a 10% on the unpaid balance with the assess- <br />ments running ten years. Motion carried unanimously. <br />Mayor Warkentien moved a resolution supporting Constitutional Amendment <br />#2 to remove restrictions on interest rates for and the amount of trunk <br />highway bonds. The motion was seconded by Councilmember Ciernia. Upon <br />a vote being taken, the following voted in favor thereof: Mayor <br />Warkentien and Councilmember Ciernia, and the following voted against <br />the same: Councilmember Larson. Councilmember Eggert abstained. Both <br />Councilmembers Larson and Eggert felt they could not make a decision <br />due to lack of information.
