42 1 <br />MINUTES <br />REGULAR CITY CGUNCIL I~'~ETING <br />OCTOBER 27, 1982 <br />PAGE 2 <br />Marshall Levin, Baker Associates, Architects, addressed Council <br />regarding the proposed plans for rebuilding Flower City. He explained <br />that he had met t:~~ice with the Planning Commission and that body had <br />recommended approval. Ms. Levin stated that they had tried to conform <br />as much as possible with the zoning ordinance and still have a viable <br />retail operation. Variances were requested on the rear setback line <br />(so that the building will aligr. with the remainder of the shopping <br />center), parking set back on the front, side, and rear yards, the <br />proposed width for each of two proposed driveways frog; Larpenteur at <br />30 feet and the number of parking spaces required for the entire complex. <br />Council discussed the number of parking spaces provided and mentioned <br />possible ways to increase parking such as acquiring several homes to <br />the north as set forth in the Comprehensive Plan. Councilmember Eggert <br />suggested that the amount of parking spaces could be increased if the <br />Flameburger were moved to the present K & K Hardware site. <br />A discussion was held regarding fire protection, the loading dock <br />area and re-painting the back of the building along the alley. <br />George Peck, 1516 Crawford, commented on the loading area :end tI•:F~ <br />problems encountered by resident. 31ong the alley to the north <br />when vehicles are loading and unloading. Mr. Levin felt that the <br />loading dock being provided would alleviate the problem, but I+lir. <br />Peck stated that it is not just the trucks but customers picking <br />up merchandise who block the alley making it impossible for the <br />residents to have access to their garages. <br />Following the discussion, Councilmember Larson moved, seconded by <br />I~iayor v'~arkentien, that the variances and preliminary plan be <br />approved. Motion carried unanimously. Councilmember Ciiernia moved <br />that the motion be amended to require that the manager set up procedures <br />to preclude using the allay behind Flower City for loading, delivery, <br />or storing of merchandise. Councilmember Larson and Mayor Ud'arkentien <br />approv~sd the amendment. Motion carried unanimous~.y. <br />Councilmember Larson moved, seconded by Councilmember Ciernia, that <br />Resolution 82-~8 be adopted.
