Council discussed the matter <br />at length and the fact that the State HighYvay Department has plans <br />for upgrading Snelling Avenue in 198l~. Upon a vote being taken, the <br />following voted in favor of the motion: Mayor ti°r'arkention and Council- <br />member Larson, and the following voted against the same: Council- <br />members Chestovich, Eggert and Ciernia. T.7otion failed. <br />REQUEST FOR <br />A CUT IN <br />ST'TELLING <br />BETWEEN <br />EPIIBERS & <br />FLOWER CITY <br /> <br /> <br />A variance request from Grace Lai for construction of a six unit apart- <br />ment building on Lot 1Lt, Block 1 of Labalestra Park was discussed. James <br />A. Hiltz of Graphic Designs Associates .Architects presented the prelimin- <br />ary plans and explained the variances requested. The Planning Commission <br />had approved the variances with the stipulation that the parking area and <br />drive area be curbed and two trees be planted at the side entrance as <br />indicated on the plans. After considerable discussion on the parking <br />space, snow removal, and emergency vehicle access Council concurred that <br />1-1~2 parking spaces per unit was not adequate. Councilmember Eggert moved, <br />seconded by Councilmember Larson, to deny the request for the variances <br />due to inadequate vehicle space, poor traffic flow and lack of space for <br />emergency vehicles. TJlotion carried unanimously, <br />Councilmember Larson moved, seconded by Councilmember Chestovich, that <br />the ambulance fire bill for Ralph :{ampa be submitted to SCAN for prosecut- <br />ion. Motion carried unanimously. <br />'J`%illiam Smith, 1358 Jt'. Iowa, was in attendance requesting placement of <br />stop signs on Albert and Pascal Streets when construction is completed. <br />He explained that there are a considerable number of young children <br />residing in the area, traffic does not heed the speed limit signs at <br />the present time, and with the streets improved they will become <br />thoroughfares. Councilmember Chestovich pointed out that when the <br />street upgrading was discussed in i~harch she requested the Engineer to <br />consider stop signs in the area. Engineer Lemberg then explained <br />the criteria warrantyng stop signs as recommended by the Bllinnesota <br />Department of Transportation. He stated he felt that there are <br />areas in Northome which should be carefully controlled and would <br />recommend an alternated system with four-way stop signs. Council- <br />member Eggert moved, seconded by R4ayor 'r°~`arkentien, that the Engineer <br />meet with P1Ir. Smith and Councilmember Chestovich for the purpose of <br />making recommendations to Council on stop sign placement. Motion <br />carried unanimously. <br />Councilmember Ciernia commented on assessment formulas and stated <br />he felt a public hearing is not the time to pro pose new formulas but <br />that it should be done in the period of time between when the improve- <br />ment is ordered and when the assessment hearing takes place. Following <br />a discussion, Councilmember Ciernia moved, seconded by Mayor V~arkentien, <br />that the Council put on record the intent to prepare and evaluate assessment <br />plans prior to holding public hearings.
