~l <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 26, 1983 <br />PAGE 2 <br />Councilmember Eggert moved, seconded by Councilmember Chestovich, that LIMITED USE <br />the Limited Use Permit for the City to temporarily enter upon county road PERMIT <br />right-of way at the northeast corner of Snelling and Larpenteur as re- DEFERRED <br />quested by the City in Resolution 82-48 be approved. During the dis- <br />cussion Council expressed concern that the permit was requested to <br />accommodate Flower City and that firm has now decided not to rebuilt on <br />the site. Councilmember Eggert withdrew his motion, Councilmember <br />Chestovich withdrew the second and the matter was deferred until the <br />City attorney reviews the matter further. <br />The Dutch Elm Disease discussionvnas deferred until the February 9th DUTCH ELM <br />meeting in order that Dr. David French may attend. DISCUSSION <br />DEFERRED <br />Councilmember Ciernia informed Council that at the January 10, 1983 <br />Planning Commission meeting the body discussed the language in ORDINANCE <br />Ordinance #194 and recommended that Section 1, 14.2 (?~.?~) be amended #194 <br />to read "At least two (2) parking spaces per dwelling unit, except DISCUSSION <br />that two and one-half (2-1/2) parking spaces per dwelling unit are re- <br />quired f or multiple units of ten or less that abutt no-parking zones". <br />Councilmember Ciernia moved, seconded by Councilmember Eggert, that <br />Ordinance #196 be adopted amending Ordinance #194 to include the <br />recommended verbage. Motion carried unanimously. <br />ORDINANCE #196 ORDINANCE <br />#196 <br />AN ORDINANCE RELATING TO OFF-STREET PARKING <br />RE~tI`IREMENTS; AMENDING ORDINANCES #64 AND <br />#194 OF THE CITY OF FALCON HEIGHTS <br />Couneilmember Ciernia reviewed some of the items discussed at the SHELLING <br />Public Hearing on the Snelling Avenue improvements which w as held AVENUE <br />January 11, 1983 at Har Mar. Some of the objections raised were DISCUSSION <br />partial assessment of costs, no provision for walkways or sidewalks, <br />increase in pollution and noise due to the proposed signal at Snelling <br />and Roselawn, objection to the signal for aesthetic reasons, frontage <br />roads should not be used for access to Har Mar, removal of grassy <br />median area, and lack of space in which to stockpile snow. Council- <br />member Ciernia stressed the fact that Council had gone on record as <br />opposing the project as originally presented. <br />John Carnes, 1775 N. Snelling, read to those in attendance his letter JOHN CARNES <br />directed to Engineer Sievertson of the Department of Transportation 1775 N. <br />stating objections and giving recommendations. A copy of the letter SHELLING <br />is on file in the Clerk Administrator's Office. <br />Irene Helme, 1885 Asbury stated her objections to the project and IRENE HELMS <br />made recommendations such as the t~lacement of tra'fie lights at 1885 ASBURY <br />Crawford and reducing the speed limit to 35 miles per hour. She <br />felt that removing the large median area will make crossing Snelling <br />more dangerous. <br />Keith Heuer, 1840 N. Snelling, expressed concern that the frontage KEITH HEUER <br />road would be used as a short cut to Har Mar making it mare dangerous 1840 N. <br />for his children.
