.+~. <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 26, 1983 <br />PAGE 4 <br />Councilmember Eggert moved, seconded by Councilmember Chestovich, that T~HNKE <br />the resignation of Robert Yahnke, 1776 Simpson, from the Human Rights RESIGNATION <br />Commission be accepted. Motion carried unanimously. FROM HUMAN <br />RIGHTS <br />Councilmember Chestovich moved, seconded by Acting Mayor Larson, <br />that Floyd Bedbury, 11133 ~'. Calif ornia, be appointed to the Park <br />and Recreation Committee. Motion carried unanimously. <br />Acting Mayor Larson explained that a new resident of the University <br />Grove area had found a copy of a brochure dated 19b1 explaining <br />various City Ordinances. Copies were presented to Council for review <br />together with suggestions from Acting Mayor Larson for a proposed up- <br />dated version. The matter will be discussed at the February 9, 1983 <br />meeting. <br />Councilmember Ciernia informed Council that he had talked to Mike <br />Heffron of the Fairgrounds regarding the Northwestern Bank Weather <br />Ball which is to be placed on the State Fairgrounds. Mr. Heffrom <br />informed that the ball will be illuminated only during the Fair and <br />not year around. Councilmember Ciernia assured that brightness will <br />not be a problem, and that Mr. Heffron is willing to discuss place- <br />ment of the ~Peather Ba11. Councilmember Ciernia will contact ~qr. <br />Heffron for further discussion. <br />F. BEDBURY <br />APPOINTED TO <br />PARK & REC. <br />ORDINANCE <br />BROCHURE TO <br />BE DISCUSSED <br />AT 2/9/83 <br />MEETING <br />WEATHER BALL <br />AT STATE <br />FAIRGROUNDS <br />DISCUSSION <br />Councilmember Ciernia informed Council that he, Acting Mayor Larson <br />and Clerk Administrator Barnes had been to Bonestroo and Associates OFFICE <br />to view their computor system, and that a computor needs assessment AUTOMATION <br />is being compiled for Council's review. He stressed the fact that DISCUSSION <br />the Planning Commission is re-writing the Zoning Ordinance and it <br />would be helpful to enter the material in a word processor to simplify <br />corrections and changes. Councilmember Ciernia moved, seconded by <br />Acting Mayor Larson that the Clerk Administrator be directed to contact <br />the firm and determine the cost of using the system. Councilmember Eggert <br />was of the opinion that it would be more cost effective to Aurchase <br />an "in-house" computor rather than going through another firm. Attorney <br />Van de North informed that the newly completed codification had been entered <br />in a word brocessor and that his firm could also enter the Zoning ordi- <br />nance at no additional cost. In view of the fact that Attorney Van de North <br />is working on the codification Council concurred that it would be wise to <br />have the work done by the legal firm. Councilmember Ciernia withdrew <br />his motion and Acting Mayor Larson withdrew the second. <br />Acting Mayor Larson expressed concern over a letter written by St. FIRE DEPT. <br />Paul Fire Chief Conroy to Sheriff Zacharias in which he indicated DISCUSSION <br />that St. Paul provides protection t o the University Grove area but <br />does not provide protection t o the University facilities at Eustis <br />south of Larpenteur and at Broadway and STH 280 in Lauderdale (both <br />of the University facilities in Lauderdale are excluded under the <br />Lauderdale-Falcon Heights Fire contract}. Following a discussion, <br />it was decided to respond in writing to Sheriff Zacharias ex- <br />plaining the City's area of jurisdiction for emergencies in order to <br />correct the misunderstanding. <br />Acting Mayor Larson presented the prioritized list of Fire Department <br />requests, the number one item being the cascade system.
