23~ <br />2~NUTES <br />REGULAR CITY COUNCIL N~ETING <br />MARCH 9, 1983 <br />PAGE 5 <br />RESOLUTION 83-7 <br />A RESOLUTION REQUESTING THE STATE LEGISLATURE TO <br />ENACT LEGISLATION ELIT:INATING UNEi~LOYP~lENT COr1PEN- <br />SATIGN TO VOLUNTEER FIRE AND RESCUE Mk~IBER5 <br />Council approved the proposed cover letter which will accompany the <br />above resolution. <br />Councilmember Chestovich suggested that the City consider a woodpile <br />ordinance and the item is scheduled for discussion at the March 23, <br />1983 meeting. Staff was instructed to obtain further information <br />on the subject prior to the next meeting. <br />Clerk Administrator Barnes presented a list of false alarms to which <br />the Sheriff's Department has responded in the past year (a total of <br />125 with some commercial firms having as marry as 22 false alarms in <br />one year). Council reviewed the Minneapolis Alarm System Ordinance <br />which governs the use of burglar and holdup alarm systems and allows <br />the city to charge a fee after a number of false alarms. Following <br />the discussion, Council directed the City Attorney to draft a similar <br />ordinance for consideration at the March 23, 1983 meeting. <br />Attorney Van de North recommended that the City not press the claim <br />against American Shelter Corporation for contractual fees incurred <br />on the behalf of that firm. His reasons for this recommendation <br />were (1) it might activate the law suit American Shelter has against <br />the City, (2) the City has no written contract covering the costs, and <br />(3) American Shelter probably does not have the cash to cover the <br />amount. He suggested that some engineering costs might be transferred <br />to Good Value Homes as they will have benefit of the information. <br />Council noted the Prosecuting Attorney's statement for legal services <br />for January, 1983. <br />Council noted a letter from the Coalition for Preservation of Public <br />Control of the Airway regarding the charging of fees for Cable TV <br />and Microwave antenna and receiver installations. <br />Council noted Ramsey County Resolution 82-879 imposing a production <br />tax on the removal of aggregates from pits, quarries or deposits <br />within the County. <br />Clerk Administrator Barnes informed Council that the trial date on <br />the law overflow matter has been scheduled for riarch 21, 1983 at <br />9:3o A,M. <br />Councilmember Ciernia informed that Hewlett Packard is considering <br />purchasing the five acre plot of land owned by the Hermes family for <br />use as additional parking, a buffer zone and the common ponding area. <br />To make the land useful, it would be necessary that the land be re- <br />zoned B1A and Hewlett Packard would like some indication f rom the <br />City as to whether or not re-zoning could be accomplished before they <br />proceed with purchasing the property.
