,~ <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 13, 1983 <br />PAGE 2 <br />form of sign be posted on the service road south of City Hall to <br />assure adequate parking for File and Rescue members. <br />Councilmember Larson informed Council that the Fire Department will be <br />losing money by not being able to park cars on the Harvest States Coop- <br />erative property during Fair tame. There are plans to perk on the Mando <br />Photo, Hewlett Packard and City Ha11 lot if Council does not ob3ect. <br />Due to the distance fray those lots to the Fairgrounds, the Fire <br />Department desires to check into having a shuttle bus run between the <br />State Fair entrance and the parking lots. Three firemen have Class B <br />drivers licenses and have access to a bus and the Department has <br />requested information regarding what liability insurance would be <br />involved and at what cost. The Clerk Administrator was directed to <br />check on the insurance matter. <br />Following a discussion regarding parking cars on the City lot during <br />Fair time, Councilmember Larson moved, seconded by Mayor Warkentien, <br />that the Fire Department be permitted to use the City parking lot <br />except for the area west of the south building line, weekends only. <br />Motion carried unanimously. <br />Attorney 'Van de North briefed Council on the Linda Kay and David G. <br />K e11er law suit. The Ramsey County Sheriff and other authorities <br />feel that the actions taken under the circumstances were appropriate. <br />Since the action was taken by the Ramsey County Sheriff, Attorney <br />Van de North felt the City would not be 13ab1®. The traffic tickets <br />which resulted in the law suit have been paid or settled. Attorney <br />Van de North will keep Council advised of further action. <br />Mayor Warkentien moved, seconded by Councilmeanber Larson, that <br />General Corporate License #1016 (Bottle Club) be issued to Falcon <br />Lanes, Inc. Motion carried unani.~usly. <br />Mayor Warkentien presented a request from B and J Floral, 1871 <br />West Larpeaateur, to tear down a shed and re~plaee it with a garage. <br />They also requested a permit to add a new entry way and sign to <br />their building. Mayor Warkentien referred to Resolution 72-53 <br />controlling the use of the building under a conditional use permit. <br />After a discussion, Councilmember Chestovich moved, seconded by <br />Councilmember Larson, that Council grant approval of the construct- <br />ion of the entry way and new sign and referred the moving of a <br />garage onto the property for consideration by the Planning <br />Commission. Motion carried unanimously. <br />Mayor Warkentien informed that District Court has ruled in favor <br />of Metro Council on the lake overflow matter. Attorney Van de North <br />suggested that the attorney representing the City in this litigation <br />should be requested to attend a Council meeting to explain the details. <br />Clerk Administrator Barnes informed that the Cities involved had met <br />with the attorney and the City of Falcon Heights is the on],y city <br />interested in pursuing more litigation.
