~`~ ., <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 27, 1983 <br />PAGE 3 <br />Council reviewed the quotation from Tommy's Firehouse Association for WARNING SIREN <br />purchase and installation of a siren at a cost of $8,792.00. Council- TO BE <br />member Larson expressed concern that the siren should also include an PURCHASED <br />automatic switch relay that would be activated in the event of a FOR CITY <br />disaster and did not want the siren limited to having it activated <br />by the City. After a thorough discussion, Councilmember Larson moved, <br />seconded by Councilmeunber Chestovich, that $9,292.00 be expended to <br />purchase and install a siren including an additional relay. Motion <br />carried unanimously. <br />Mayor Warkentien reviewed the July 21, 1983 letter from Susan Phipps- tTNIVERSITY <br />Yonas, University Grove Homeowners Association Parking Committee, GROPE REQUEST <br />regarding their request to change the two hour parking signs to one FOR "1 HR+' <br />hour parking on the part of Folwell east from Coffman to Hoyt and PARKING & <br />authorize the City staff to issue permits to residents. After a PARKING <br />discussion regarding administration, type of stickers (dated/color PERMITS <br />coded), fees and whether or not !t8 hour notice is needed. Council- APP~~D <br />member Ciernia moved, seconded by Councilmember Larson, to authorize <br />the Clerk Administrator to proceed with the request for parking changes <br />after consultation with the City Staff and Ramsey County Sheriff's ', <br />Department regarding administration. Motion carried unanimously. <br />SECRETARY+S ', <br />Councilmeanber Larson moved, seconded by Mayor Warkentien, that the DESK TO BE ~I <br />Clerk Administrator be authorized to purchase a Secretary's Desk PURCHASID FOR <br />from Kehoe Office Furnishings at a cost of $1,095.00. Mot~.on CITY OFFICE <br />carried unanimously. ' <br />Councilmember Larson moved, seconded by Mayor Warkentien, that the FOLDING CHAIR <br />Clerk Administrator be authorized to purchase 50 folding chairs TO BE ORDERED <br />from Hartman Office Equipment at a cost of $9.50 each. Motion <br />carried unanimously. <br />Council discussed the possibility of moving the polling place for DISCUSSION - <br />Precincts 2 and ?~ to the City Ha11 due to the fact that Precinct POLLING PLACE <br />!~ is in need of more space and Barking and the present facility FOR PRECINCTS <br />for Precinct 2 requires passage down a flight of stairs. After It AND 2 <br />a discussion, it was decided not to change Precinct 2 at this time. <br />Mayor Warkentien moved, seconded by Couneilmember Chestovich, <br />that Resolution 83-26 be adopted, Motion carried unanimously. <br />RESOLUTION 83-26 RESOLUTION <br />83-26 <br />A RESOLUTION CHANGING THE PRECINCT POLLING PLACE <br />FOR PRECINCT ~ OF THE CITY OF FALCON HEIGHTS <br />Clerk Administrator Barnes explained a proposed ordinance relating to PROPOSED <br />refuse container enclosures. The tenants of the Hermes Shopping REFUSE CONT- <br />Center are encountering problems with trash being taken out of the AINER ENCLOS- <br />dumpsters and thrown around. Councilmember Ciernia questioned whether URE ORDINAI~E <br />a conditional use would be required for such enclosures. Attorney DISCUSSED <br />Van de North advised that if the existing ordinance is very strictly <br />enforced, it may deal with some of the problems. After further discussion, <br />Council agreed on more agressive enforcement of the existing ordinance. <br />
