MINUTES ~`"~ ``~ <br />REGULAR CITY COUNCIL MEETING <br />JULY 27, 1983 <br />PAGE 1t <br />Attorney Van de North reviewed Ordinance $6, Sections E, F2 and H CITY ENGINEER <br />regarding its applicability to trees located on the Moder property TO CHECK TREE <br />at 2061 W. Larpenteur. He suggested the City Engineer advise the ON MODER <br />City Horticulturist that the trees are causing a traffic hazard PROPgtTY, <br />and are unsafe. The Horticulturist then should issue an order 2061 W. <br />to Mr. Moder for tree removal. The Clerk Administrator was directed LARPENTEUR <br />to contact the City Engineer regarding the matter. <br />Councilmember Larson reviewed the 1981 Life Safety Code stipulating ALL APARTMENT <br />that doors between living units and corridors in multiple dwellings REQUIRED TO <br />shall be self closing. A11 apartment owners in Falcon Heights and HAVE SELF <br />Lauderdale must be notified of the ruling giving a reasonable time CLOSING DOORS <br />for compliance. An inspection will be done by the Fire Department <br />as a follow-up after notification. <br />~e Clerk Administrator presented insurance information on the use INSURANCE <br />of liquor during rental of the Municipal Building. The City's INFORMATION Oli <br />insurance carrier will not provide the coverage to the City on a HALL RENTAL & <br />year around basis but suggests the renter provide a certificate FIRE DEPT. <br />of insurance or pay the $75.00 fes for "each occasion" insurance USE OF <br />which can be obtained through the City's carrier. He also SHUTTLE BUS <br />advised that for an additional fee of approximately $50.00 a rider DURING STATE <br />could be attached to the City's vehicle policy to cover shuttle FAIR <br />bus use by the Fire Department during the State Fair. Council <br />was in agreement to purchase the additional insurance which the <br />Fire Department would finance from its receipts. <br />A discussion ensued regarding the City liability on the ''Bike CITY WILL NOT <br />Trail" on the Falcon Heights United Church of Christ property. SPONSOR "BIKE <br />The City is covered under the present insurance policy so long TRAIL+' ON <br />as there are no official contests. Councilme~nber Ciernia re- CHURCH LOT <br />viewed the church's position with regard to using the property <br />as a "Bike Trail". After considerable debate, Council chose <br />not to sponsor the activities as part of the City's Park and <br />Recreation Program. <br />Attorney Van de North reviewed the State of Minnesota's reponse HOFER/KLETN <br />to the Gary Hofer v. James H. Klein accident claim. He felt CLAIM & KELLER <br />the City is not liable as the State Highway Department could have CLAIM TO BE <br />closed the intersection if it so chose and the City could not TURp~TED OVA, <br />modify a State Highway. Mr. Van de North recommended the claim TO CITY INS. <br />be turned over to the City's insurance carrier. He also CA~,~, <br />recommended the Linda Kay and David G. Keller claim be turned <br />over to the carrier. <br />Council discussed the Ramsey County towing contract with Schoonover RAMSEY COUNTY <br />Auto Rebuild as this contract will affect towing during Fair time. TOj„R~, <br />Councilmember Larson ob3ected to an exclusive contract and felt it CONTRACT <br />was a dis-service to the contrasting communities. Councilmember <br />Ciernia suggested that if the service does not meet the criteria <br />in the contract, that the City should contact Ramsey County. <br />Councilmeanber Ciernia reviewed his letter of July 27, 1983 regard- LETTER TO <br />ing traffic control procedures during the State Fair as it relates HOLLYWOOD CT. <br />to the Hollywood Court area. Council approved the content of the RESIDENTS RE: <br />letter and directed that copies be sent to all Hollywood Court FAIR TRAFFIC <br />residents. <br />
