MINUTES '•"~ <br />REGULAR CITY GOUNC IL N;EETING <br />SEPTEMBER 28, 1983 <br />PAGE !~ <br />possible and will not use the Church lot, and asked if plans were being SCHOOL USE <br />made for making parking space on the green space north of the school (cont.) <br />parking lot and Mr. Borg replied not to his knowledge and not without <br />first notifying the City of such plans. <br />Councilmember Ciernia commented on the fact that at the time of the <br />closing of Fairview School (which was very painful for the citizens <br />of Falcon Heights) the City very carefully respected the turf of the <br />School District, it was their turf, they managed the schools, and even <br />hough it hurt the community, their turf was respected. By the same token <br />Councilmember Ciernia felt tY~at the City has some turn, parking, traffic, <br />emergency access, etc., and is concerned that the School Board has lost <br />that distinction. He felt it was very important that the School Board and <br />the City respect one another~s turf. Mr. Ciernia expressed pleasure <br />that the school is now in use again and cam become an asset to the <br />Community. <br />Council.member Chestovich asked if the playground facilities would still <br />be available for residents use and Mr. Sorg replied that the playgrounds <br />will be used by the DAC at times, but both the playgrounds and gyms would <br />be available for community use. <br />Attorney Gasteazoro suggested the School District consider informing the <br />School Staff that the parking lot for staff is the church parking lot and <br />in that way deal with the overcrowded parking situation. Mr. Borg felt <br />before sucri a request is made, he would like to monitor the parking situation <br />Councilmember Eggert asked if there would be less traffic in two weeks than <br />there is now to Hsi cr. Councilmember Larson replied she felt there would be <br />more. Karolyn Kingsbury, Family Programs Coordinator, explained the time <br />frame for the starting of the extended Day and Early Childhood programs <br />and she, personally, has not found parking a problem Shen she arrives <br />around 8:30 A.:M. <br />Councilmember Chestovich again referred to the green space on the west side <br />of the building and asked if the parking lot on the west would be enlarged. <br />Mr. Borg stated that at the present time he feels there is no need for the <br />lot to be enlarged because after the initial surge the situation should <br />settle down and become workable and that the 5~+ spaces will. be adequate <br />to take care of the needs of the building. Councilmember Chestovich felt <br />very strongly that the green space on the west side of the building should <br />remain as large as possible. <br />Mr. Douglas Keim, Chairman, District-wide Advisory Council stated that <br />the Advisory Council is very concerned about a cooperative atanosphere <br />between the Council and the City, and if the City has questions, a call <br />should be made to Nr. Borg, Jim Klassen, rlarilyn Kerns or Karolyn Kingsbury. <br />In addition, a recommendation will be made by the Advisory Council that the <br />School Board appoint a Falcon Heights resident to the Council and Dr. <br />Keim requested names of possible candidates. Mayor Warkentien stated that <br />Helen Brown (who had served previously) is a very capable person and if <br />she has the time, she would be his recommendation. <br /> GIBBS FARM <br />Councilmember Larson moved, seconded by Councilmember Eggert, to grant the TO FIRE <br />request from the t~amsey County Historical Society to fire a muzzleloader MUZZLE <br /> LOADER ON <br /> 10.9/83 <br />first and that everything possible would be done to alleviate problems. <br />
