<br />u <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 11, 1978 <br />Page 6 <br />Attorney Kenefick reviewed the memorandum he submitted <br />to councilmembers in respect to litigation_~ fee do- <br />nations in reference to the Job Corps installation at <br />Bethel College. The memorandum informed them based on <br />the Attorney Generals opinions that a direct donation <br />would be a violation of state laws. Attorney Kenefick <br />suggested if the council decided there were certain <br />violations in respect to zoning thereby imparing property <br />values, they then might consider joining the private <br />group which is proposing legal action. The matter was <br />tabled until further information was available. <br /> <br />JOB CORPS <br />LEGAL FEES <br />Engineer Lemberg reported on various meetings he and ROSELAWN AVE. <br />Clerk Administrator Barnes had with the staff of Rose- PROPOSED <br />ville and Ramsey County Engineer Weltzin to determine IMPROVEMENT <br />whether both communities and Ramsey should upgrade <br />Roselawn Avenue. Roseville staff has not submitted to <br />their council the proposal for the Roselawn Avenue MSA <br />improvement as of this date. The designation must be <br />made by both Falcon Heights and Roseville. Ramsey <br />County Engineer Weltzin had preliminary drawings pre- <br />pared for both street improvement as well as bike and <br />walkways. It was suggested that councilmembers contact <br />Roseville councilmembers to get their opinion on such an <br />improvement and if they were favorable to such an improve- <br />ment, we could proceed with final plans and designation. <br />Councilman McGough introduced the following Resolution LIGHTED FIELD <br />and moved its adoption: U of M <br />RESOLUTION 78-4 <br />A RESOLUTION REQUESTING THE UNIVERSITY <br />OF MINNESOTA TO CONSIDER RELOCATING <br />THEIR PROPOSED LIGHTED RECREATIONAL <br />AREA TO A MORE ACCESSIBLE AREA FOR <br />THEIR STUDENTS THAN THE AREA NORTH OF <br />LARPENTEUR AVENUE AND EAST OF CLEVE- <br />LAND AVENUE <br /> <br />Councilman Steele seconded the above. Resolution and upon <br />a roll call the following voted in favor thereof: Mayor <br />Warkentien, councilmembers Black, McGough, Steele and <br />Brown and the following voted against same: None. Motion <br />carried. <br />Clerk Administrator Barnes was to send a copy to the <br />University President, Councilman McGough and Mr. Arly <br />Waldo. <br />Mayor Warkentien handed each councilmember their assign- COUNCILMEMBER <br />ments for 1978.
