MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 25, 1978 <br />Page 3 <br />Councilman Black reported his findings regarding a <br />comprehensive planning consultant. It was brought out <br />in discussion our need for a planning consultant as we <br />are a developed community. Councilman Black stated he <br />had asked Metro Council the same question and was told <br />St. Paul is being required to present a comprehensive <br />plan. Councilman McGough questioned whether we could <br />use a graduate student from the U of M doing the ground <br />work and then have a consultant go over it and put it <br />together. Discussion was deferred to a future meeting. <br />Mayor Warkentien read a letter from Richard Moore, <br />2190 Folwell requesting permission to park one car on <br />the street. Councilman Steele moved to deny the parking <br />request of Richard Moore, 2190 Folwell, seconded by <br />Councilman McGough. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmembers Black, <br />McGough, Steele and Brown the following voted "nay": None. <br />Motion carried. <br />Mr. Andrew Merry, Fiscal Consultant of Juran and Moody <br />submitted to council the finalized draft of the Bond <br />Sale for the fire truck and distributed details of the <br />negotiated sale. Councilman Steele questioned what our <br />rating was and how negotiatable the interest rates were. <br />Mr. Merry reported Falcon Heights is .non-rated and that <br />the interest rates are tax exempt. Mayor Warkentien <br />moved to approve Resolution 78-5, Councilman Steele <br />seconded. <br />RESOLUTION 78-5 <br />RESOLUTION AUTHORIZING THE FISCAL AGENT <br />JURAN 8 MOODY TO NEGOTIATE THE SALE OF <br />BONDS IN THE AMOUNT OF $66,000 FOR THE <br />PURPOSE OF PURCHASING A FIRE TRUCK <br />Upon a vote being taken the following voted "aye": Mayor <br />Warkentien, Councilmembers Black, McGough, Steele and <br />Brown the following voted "nay": None. Motion carried. <br />Councilperson Brown moved, seconded by Mayor Warkentien <br />to approve advancing per diem for three firemen in the <br />amount of $325.00 for the purpose of delivering the new <br />fire truck from Elmira, New York. Upon a vote being <br />taken the following voted "aye": Mayor Warkentien, <br />Councilmembers Black, McGough, Steele and Brown the <br />following voted "nay": None.
