MINUTES <br />REGULAR CITY COUNCIL MEETING <br />FEBRUARY 8, 1978 <br />Page 4 <br />Clerk Administrator Barnes reported on his meeting with SHOREVIEW <br />Shoreview regarding tree disposal sites. Dr. French was TREE DISPOSAL <br />unable to attend. An organization called "MATUSE" is SITE MEETING <br />being formed in the county metro area. Its function is <br />to set up sites for chipping of diseased tree s. Northland <br />Pulp has been contacted to consider contracting with Ramsey <br />County. It will be located in the N.E. section of Shore- <br />view, where the old University airfield used to be. There <br />will not be any drop charges for homeowners or commercial, <br />however commercial will be required to sort branches and <br />tree trunks. After depositing trees for chipping, they <br />must be chipped within five days. Councilman McGough <br />asked if there was a chance of wood being taken out and <br />used for firewood. However, the site will be fenced and <br />the gate will be locked when not in operation. All high <br />risk trees have to be disposed of immediatly. All communities <br />are going to be uniform in marking of trees, as to color and <br />design. They plan on having a meeting once a month. It was <br />reported that Falcon Heights was well ahead of the rest of <br />the communities in tree removal. <br />[] <br />-, <br />Clerk Administrator Barnes discussed the meeting held at <br />the State Building on House File 1388 relating to minimum <br />prices on off sale liquor and beer prices. Mr. George <br />Willkom, Manager of the Liquor Store attended the meeting <br />also. Rep. Brinkman introduced the bill. The bill pro- <br />vides a minimum retail price plus 250, an ammendment was <br />introduced to this bill setting it at 15%. Mr. Alex <br />Parkin of Roseville, President of Minnesota Municipal <br />Liquor Stores, Inc. went along with the ammendment feeling <br />that they could manage very well. Clerk Administrator <br />Barnes on behalf of the council and Mr. George Willkom <br />on behalf of the Liquor Store were also in support of the <br />ammendment. There will be another hearing on the Bill and <br />Falcon Heights will be notified by Rep. Walter Hansen on <br />the date and time. <br />Clerk Administrator Barnes informed council, Mayor <br />Warkentien requested that John Labalestra be appointed <br />to the Recreation Advisory Committee. Councilman McGough <br />moved, seconded by Acting Mayor Black to approve the <br />appointment of John .Labalestra to the Recreation Advisory <br />Committee replacing Jim Westland as he is moving to Shore- <br />view. Upon a vote being taken the following voted "aye": <br />Acting Mayor Black, Councilmembers McGough, Steele and <br />Brown and the following voted "nay": None. Motion carried. <br />Mayor Warkentien absent. <br />LIQUOR-BEER <br />PRICE MEETING <br />HOUSE FILE <br />1388 <br />RECREATION <br />ADVISORY <br />JOHN <br />LABALESTRA <br />Acting Mayor Black mentioned he had heard rumors of a APARTMENT <br />proposed apartment project in Lauderdale on Fulham St. PROJECT - <br />This in part concerns Falcon Heights as Fulham St. is a LAUDERDALE <br />divider street, any street improvements would have to be <br />a joint venture with Lauderdale. No action taken. <br />
