n <br />I II~ <br />LJ <br />1 <br /> <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 12, 1978 <br />Page 4 <br />Mayor Warkentien called to order at 9:00 p.m. the <br />public hearing of the St. Anthony Storm Sewer and <br />introduced Mr. Greg McElroy, from the Ramsey County <br />Grant Society to those residents in attendance. <br />~~ <br />ST. ANTHONY <br />STORM SEWER <br />PUBLIC HEARING <br />Mr. McElroy addressed the council and audience and MR. GREG <br />explained what can be expected from federal agencies. McELROY- <br />If we intend to go on with this project, we are going RAMSEY COUNTY <br />to be in competition with other communities. He also GRANT SOCIETY <br />stated he had attended a meeting with HUD and 900 of <br />the communities were looking for storm sewer monies. <br />The proceedure and basic information behind this and <br />the agency we are dealing with (Housing 8 Urban Develop- <br />ment) is Title 1 of the Housing and Community Develop- <br />ment Act of 1974 and Title 1 of the Housing and Community <br />Development Act of 1977. <br />In order to get this grant, they have a pre-application <br />requirement. We compile this application, submit it to <br />HUD and Metro Council and after review, we will find out <br />if we are eligible to go into completing the application. <br />Pre-application steps: <br />1. Standard Federal Form with basic information. <br />2. Narrative section - specific needs or problem <br />in the community. <br />3. Citizen participation certificate - Two public <br />hearings noted, views are asked of public and <br />priorities along these lines. <br />Provided we are ranked high enough after pre-application, <br />we will be asked to submit a completed final application, <br />which will be in more detail. <br />There are two types of program, but we are going into only <br />siQ~gle purpose type grants. The money set aside for these <br />programs are 3.4 million dollars. Of this 3.4 million 1.2 <br />million has been set aside for single purpose type grants, <br />the grant we will be applying for. <br />The grant will be given on the number of priorities, the <br />main ones that must be determined are: <br />1. Benefit this project is going to have to low and <br />moderate income people, moderate income based on <br />800 of average income in a certain area- <br />2. Will this project prevent slums or blight. <br />3. Does it meet other community development needs, <br />having a particular urgency and this can be proven <br />over the past ten years, lack of this sewer is <br />indeed a problem in this area, which has presented <br />a health hazard, safety hazard and has held back <br />development in this area. <br />
