n I II~ LJ 1 MINUTES REGULAR CITY COUNCIL MEETING APRIL 12, 1978 Page 4 Mayor Warkentien called to order at 9:00 p.m. the public hearing of the St. Anthony Storm Sewer and introduced Mr. Greg McElroy, from the Ramsey County Grant Society to those residents in attendance. ~~ ST. ANTHONY STORM SEWER PUBLIC HEARING Mr. McElroy addressed the council and audience and MR. GREG explained what can be expected from federal agencies. McELROY- If we intend to go on with this project, we are going RAMSEY COUNTY to be in competition with other communities. He also GRANT SOCIETY stated he had attended a meeting with HUD and 900 of the communities were looking for storm sewer monies. The proceedure and basic information behind this and the agency we are dealing with (Housing 8 Urban Develop- ment) is Title 1 of the Housing and Community Develop- ment Act of 1974 and Title 1 of the Housing and Community Development Act of 1977. In order to get this grant, they have a pre-application requirement. We compile this application, submit it to HUD and Metro Council and after review, we will find out if we are eligible to go into completing the application. Pre-application steps: 1. Standard Federal Form with basic information. 2. Narrative section - specific needs or problem in the community. 3. Citizen participation certificate - Two public hearings noted, views are asked of public and priorities along these lines. Provided we are ranked high enough after pre-application, we will be asked to submit a completed final application, which will be in more detail. There are two types of program, but we are going into only siQ~gle purpose type grants. The money set aside for these programs are 3.4 million dollars. Of this 3.4 million 1.2 million has been set aside for single purpose type grants, the grant we will be applying for. The grant will be given on the number of priorities, the main ones that must be determined are: 1. Benefit this project is going to have to low and moderate income people, moderate income based on 800 of average income in a certain area- 2. Will this project prevent slums or blight. 3. Does it meet other community development needs, having a particular urgency and this can be proven over the past ten years, lack of this sewer is indeed a problem in this area, which has presented a health hazard, safety hazard and has held back development in this area.
