MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 12, 1978 <br />Page 6 <br />Some years ago St. Paul started the St. Anthony Storm <br />Sewer leg that was constructed as a tunnel all the way <br />to the river. That comes up parrallel to Eustis Avenue <br />and then swings across and at present stops at Como and <br />Stella. St. Paul has provided sufficient capacity for <br />draining this area into that, but there has been no <br />participation by the City of Falcon Heights at the present <br />time. I believe the University has paid a part of their <br />connection charge. <br />Basically what we are looking at then is a major line <br />picking up the area north of the Hermes Green House area, <br />the area south of Falcon Woods, down parallel to Lindig <br />Street which will also pick up the area that now floods <br />at the north end of Lindig Street and picks up over along <br />Fairview Avenue, east side of the University property, all <br />along Larpenteur Avenue, brought down by varying size <br />pipe, which as it goes down increases in size all the way <br />up to a 72" pipe. Down through the University property <br />and fairgrounds and then would connect down at Como and <br />Stella. This study has gone on for quite some time, I <br />think Mr. Nilsen, you remember about 15 years ago Toltz, <br />King and Duvall did the study for St. Paul and it has <br />been kicked around for a long time and up until the present <br />time with the possibility of this grant it has not been <br />.economically feasible for the City of Falcon Heights to <br />enter into the storm sewer program in this area because <br />of the extreme cost. <br />A rough breakdown at the present time, to drain this area, <br />it is estimated now that the Falcon Heights share is <br />$106,000, the University approx. $560,000, the State Fair- <br />grounds $200,000 and Ramsey County $100,000, giving us a <br />total cost of $1,500,000 in round numbers. I've got <br />Falcon Heights share at $636,000 if we were to receive a <br />grant of $750,000. So if we take the grant or if we receive <br />the grant of $750,000, it would still leave $424,000 for <br />the City to pay. If that entire cost was taken up, we have <br />looked at the possibility of utilizing the Minnesota State <br />Aid funds that the City does have available. We have checked <br />with the State Highway Dept. and have received their approval <br />on a tentative basis to use a part of the money that we have <br />available in that system on this particular project. We <br />would be utilizing the State Aid monies off the state aid <br />system, but because of the state aid roadways that are in <br />that, there is some drainage off those roadways. There is <br />also the county state aid road we could reduce, that amount <br />that ~f`alcon Heights would be required to pay would bring it <br />down to approx. $255,000. <br />The area that Falcon Heights is lokking at, contains 1,350 <br />acres, breaking that down per acre it appears to be approx. <br />3.1~ per sq. ft., on an average 10,000 sq. ft lot, the <br />assessment would be around $300 to $310 per average lot. <br />This is all based on receiving participation on the same basis <br />from the U of M, Fairgrounds and Ramsey County. <br /> <br />
