MINUTES
REGULAR CITY COUNCIL MEETING J
APRIL 12, 1978
Page 7
I don't believe I was aware there was another charge JERRY NELSON
or assessment for this total storm sewer, the water UNIVERSITY ENGR.
shed area. We are involved in one at $500,000 some
odd dollars and not aware that we have another assess-
ment on our land when it was first consumated.
I believe Jerry, this was just the campus property. GREG McELROY
No, total contribution from the water shed area, JERRY NELSON
part of the golf course and at that time Univ. UNIVERSITY ENGR.
Grove and all the land in the field all figured in
their contiibution.
I'm not absolutly sure, as I said this came up ENGINEER .BRAD
quickly, a part of his cost here may already have LEMBERG
been covered by your portion. What I was talking
about was $636,000 of Falcon Heights share. Now a
part of that 1/2 million dollars listed here probably
covers that area of yours that is already included in
your assessment.
The breakdown between the fairground area and Univ.
area included in this drainage area and the City of
Falcon Heights area, that report was written up a
couple years ago and I'm going to have to go back to
them, I know it was based on rural runoff and not on
the commercial and residential runoff.
Why is this project being considered to be assessed AL RUBINGER
on a square footage instead of front footage?
Basically, it is a precedence that has been set up, ENGINEER BRAD
not only in this community, but in most areas that LEMBERG
is storm sewered, because a drop of rain falls on
every square inch, therefore the square footage
basis and not the front footage has been used. That
way, the fellow that has a very short front footage,
but two miles in back pays his fair share, rather
than the short front footage and also because ~+ if
part of that land is not developed, not touch a street
or anything, it has no front footage as such to assess.
Normally we put storm sewers on a square footage
rather than front footage.
The three we have had in the city so far have been MAYOR WARKENTIEN
on a square footage basis.
If we don't do this who suffers? AL RUBINGER
If we don't do this who suffers? That is a hard ENGINEER BRAD
question to answer, that is something that has been LEMBERG
looked into and has been requested as far as I can
remember, approx. 18 years in some areas. Storm
sewers always breeds the question why should I pay
for a storm sewer when I live on top of a hill and
it only helps the person at the bottom? In this
