MINUTES
REGULAR CITY COUNCIL MEETING
APRIL 12 , 1978 ~:
Page 8
particular case, the answer would be that it would
allow development of additional properties, increase
the tax on some of the property and also takes the
water that runs off everyones' land.
Here I would like to emphasis something, no one here
at this table is pushing for something. This question
has been lying on the table or in a dark closet, it
has been a question over a long period of time, we have
pictures, etc. of flooded areas, that shouldn't happen
every year, but there is a need throughout the area for
storm sewers and the only reason it is being brought up
now is the possibility of getting federal aid and making
it economically feasible for the people who live in the
City of Falcon Heights. At the present time without
that kind of aid, it is not economically feasible.
H+Q~many acres would benefit by this? How many acres MELVIN SPIEGLER
go under water and can not be used? That is a basic
question, if you are going through all this. for 30
to 40 acres, it just does not pay. If is going to
save several acres, that I can understand.
I don't have an answer for that at this time, I ENGINEER BRAD
could come up with the answer later on, but is also LEMBERG
a benefit to all of you because your water and others
run off and floods someone else. The water all runs
to some point, it has to get away as the area increases
in saturation, there is going to be more run off, so
there is a benefit involved.
Is the cost effective? Does it really mean if we can MELVIN SPIEGLER
do this, everything will be great here? Are we
really going to release more water, people won't
have water in basements, etc? Is ther~a lot of
trouble in this area? Will we be able to put up
another shopping center in places that can't be used
now?
Again, I'd like to say, I'm not pushing any projects ENGINEER BRAD
here at all. However, there are some properties that LEMBERG
until `the storm sewer is available to take the run-
off, are not developable. One of them is the area
just north of Hermes Floral.
I'm not objecting, I would just like to know what MELVIN SPIEGLER
the difference will be, with or without the storm
sewer project. Could that information be gathered?
Yes, I am sure it can and I am sure that the City ENGINEER BRAD
office could probably put something together as to LEMBERG
what the benefit would be tax wise if those prop-
erties were able to be developed and the increase
of taxes to the City.-
