MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 26, 1978 <br />Wage 5 <br />Mayor Warkentien called to order at 9:00 p. m. the <br />St. Anthony Storm Sewer second public hearing. Clerk <br />Administrator Barnes called roll call of council. All <br />were in attendance. <br />Mr. Greg McElroy, Ramsey County Grants Society addressed <br />the council and the public in attendance at the second <br />hearing of the St. Anthony Storm Sewer project. Mr. <br />McElroy stated he was"Tthe meeting to briefly explain <br />the project and how we arrived at this point, the <br />possible funding that came about. The money would be <br />coming from HUD (Housing and Urban Development). We <br />would be coming under a single purpose grant. We are <br />addressing ourselves to one particular need, in this <br />case, the storm sewer. The amount of the grant we are <br />requesting is $750,000. This is the maximum that we <br />can apply for, for this type of project. We are doing <br />this jointly with Ramsey County, we can get an extra <br />$150,000 that way. There are proceedures to follow <br />and one is filing a pre-application after having two <br />public hearings, this being the second and last hearing <br />before the pre-application. GREG <br />McELROY <br />RAMSEY COUNTY <br />GRANT SOCIETY <br />gathering preliminary Information from the U of M, State <br />Fairgrounds, Ramsey County and citizens of Falcon Heights, <br />to see what the possibilities are of getting the funding <br />from various agencies and get input which is required by <br />HUD. <br />Engineer Brad Lemberg addressed those in attendance <br />and presented a slide presentation on the project <br />and how it will affect Falcon Heights in the areas <br />involved as shown in the 1957 report. <br />Mayor Warkentien asked those in attendance if they <br />had any questions of the council, engineer or <br />Mr. McElroy. <br />Mr. Rubinger questioned the engineer on the per- <br />centages that the U of M and Fairgounds are partici- <br />pating in and are they participating at the same rate <br />as all the residents involved in Falcon Heights? <br />The participation is based on a run-off factor, and <br />under the proposed usage of land.
