iQ4 <br />PICNUTES <br />REGULAR CITY COUNCIL P~ETING <br />JULY 12, 1978 <br />Page 2 <br />Councilmember McGough requested the problem of tree alignment on <br />Asbury Avenue be looked into. The trees were designated boulevard, <br />however, scree are located on private property. Councilman Steele <br />moved the Clerk Administrator be commissioned to survey the entire <br />city where there are planted Elms to distinguish boulevard from <br />private property trees and report back as soon as possible. Seconded <br />by Councilriember McGough. Upon a vote being taken the following <br />voted "aye": Acting riayor Black, Councilmembers McGough, Steele and <br />Brown and the following voted "nay": None. T4otion carried. <br />Council directed the C1tr}-1"administrator to review the survey after <br />it has been completed and make a determination as to which trees <br />were in line for the 1977 removal and reimburse the home owner for <br />those trees which were removed by them but should have been public <br />as the survey should indicate. <br />Engineer Brad Lemberg reviewed a problem that has arisen since our <br />heavy rains caused f i,oding on Tatum Street. <br />At 1775 Tatum, there had been water up to the window well and was <br />a concern of the owner, John M. Martin. The ditch has partially <br />filled with silt and it is the opinion of the City Engineer it <br />should be excavated to ensure proper drainage in that area. <br />Acting Mayor Black moved tc authorize the City Engineer set the <br />grade and work with the maintenance people in an effort to provide <br />maintenance to the drainage ditch, seconded by Councilmember Steele. <br />Upon a vote being taken the following voted "aye": Acting Mayor <br />Black, Councilmembers McGough, Steele and Brown and the following <br />voted "na~r'` : None. P~Zotion carried. <br />Mrs. Marianne Ke11y, 1102 Z~d. Larpenteur, representing Falcon Heights <br />School PTA, appeared to request Council to participate financially <br />in purchasing new school playground equipment. T~1rs. Betty Kilpatrick <br />also appeared. i~2rs. Ke11y and Mrs. Kilpatrick were appointed to be <br />on a committee to represent the PTA in acquiring funding for the <br />new school playground equipment due to the old equipment being dis- <br />carded. Their committee has had demonstrations of equiprent and <br />and consulted various people, including Mr. James Duffy of the <br />Recreation Advisory Committee in Falcon Heights. The proposed cost <br />of tl-ae equipment will be approximately $5,000 to be expended over a <br />three year period, X1,500 to $2.000 would be required to start the <br />program. The PTA has shown an interest in helping finance the <br />project, however, they can not handy the total cost. At this time <br />they have not indicated the amount to be donated. The district has <br />also shoS;m an i nterest and will install ai-.d maintain the equipment,. <br />It is the feeling of the parents in the area that a park in that area <br />is needed and felt the City would like to contribute to the L~roject. <br />After council discussion, it was felt that the Recreation Advisory <br />Committee and Park Development Committee should meet jointly with <br />i~1rs.
