MINUTES
R~III,AR eIT7f wUNCIL MEETING
AUGtTST 9, 1978
Page 3
121
There are 13 boulevard, trses in the Grove,-which your survey ARLIE WALDO
shows. I donut lanow of arpr problem regarding these Mess, UNIPERSITY GROVE
.the only private tree was ~ own. My other concern is whether ASSOCIATION
there are funds available for tree removal in the University
Grove area.
Mayor Warkentien addressed those. in attendance and introduced
Mr. Patrick Sweeney, Legislative Assistant to Scats Rep. Walter
R. Hanson. Mr. Sweeney spoke regarding State Aid. to smaller
municipalities and stated Rep. Reason is working towards legis-
lation at this time to provide this assistance for the trees
that are City~s responsibility. Also he is checking as to
whether or not the legislature wi11 a11ow tree funds to be
outside the levy limit. Mr. 5twesney stated that is the queat3.on
they would have to address themselves to, in respect to aid,
also what percentage to provide for a workable budget.
Mrs. Mary Duddleston - 18210 Asbury questioned what wur levy
limit xas and hox close are we right now.
Mayor Warkentien stated our mill rate brings in approximately
$17,000 and we wars $7,000 under our limitation, about half a
mill. If tberyr do not exempt tree removal and planting costs,
we wi11 not be able to stay under our mill rate.
Mrs. Barb Foster - 17!10 Arona requested council to clarify
some of the issues, financially and what some of the programs
are.
PATRICg SW
I.1~(iISLATIYE ASST.
TO REP. HANSON
MARY DUD~D~,$STON
18210 1G5~URY
MA7t~0R WARKII~i'PTTN
BARB F03TTR
1740 AROMA
Clerk Administrator Harass informed the audience that until the CLBRK ADMINISTRATOR
council takes sours .positive act3.on, he will have to assume BARNSS
that if they are on private property they will. get a notice
to ramous, in most cease it is 21 days unless the tree is con-
sidered critically diseased then it is to be removed immediate~,y.
If not removed, we are required to deliver, in person, a letter
and certify we did deliver a notice and you must remove it wi!kh-
in the given time or the City wi11 have it removed sad sasses
yon for the cost of removal. Until directed otherwi.ae, this
is the prrocedure that I will have to follow.
Mrs. Barbara donee - 1728 Simpson stated that if they": are assessed BARBARA JONES
for tree removal, she in turn will bil3 the City for filling in 1728 SIM~'SON
her sa~wer and septic tank, which.xas.no~ done_bed'ore, as stated by
our inspector.
Councilmember MaGough restated that if private trees were removed COUNCI'L~MAN MCGOUGH
as City tress they could be billed for the removal if determined
by the survey that they are in fact private and not City. He
also noted the surrounding communities dp not allow boulevard
tress to be planted.
Mrs. Pat Yahnke - 1776 Simpson requested that the council clar3.fy PAT YJIHD~E
one statement; there were about lb trees removed in 197?, were 1776 SIMPSON
the property owners notified be€crs they ware to be removed?
