MINUTES <br />REGULAR CITY COUNCIL MEk'TING <br />AUGUST 9, 1978 <br />Page It <br />[1 <br />Council .informed those in attendance that the property owners <br />xere not notified as they were assumed to be City trees, <br />however, now the5r are assumed to be private and the property <br />owner may be billed for their removal. No action taken, <br />deferred to AvgBSt 23, 1978. <br />12~ <br />TREES <br />(cont. } <br />Clerk Administrator Barnes advised Council and those is CLERK AD~KINISTRaTOR <br />attendance that the problems came up as to whether they were BARNES <br />private or public when. he had ordered a tree removed oa <br />Pascal and the homeowner refused as he maintained it was <br />private and established it by locating lot line survey stakes. <br />Mr. Harlan McGregor appeared before council regarding the <br />Conditional Use and Variance request of Amoco Oil Ca. Mr. <br />McGr®gor, Manager of Real Estate for Amoco Oil Co., aacplained <br />the changes that are proposed on that site. Couacilmeanber <br />Black reviewed wihh Council the rmcommendations of the <br />Planning Commission. The Planning Commission recomunended <br />approval subject to three conditions: <br />1. That the new structure sot be higher than the <br />existing structure.. <br />2. That the proposed building be of the same con- <br />struction material (brick) on all four elevations. <br />' 3, That a guard rail type barrier for tralfie control <br />be erected as follows: Rwuling from a po3.nt due <br />West of the Nor'thxest corner of the proposed building <br />to the West -property line, 'thence north to ,the North <br />property line, thence East to Sc~elliag Drive along <br />the Norrth property line. <br />Mr. Chris Jensen, representing Tom Thumb Stores requested to <br />see the proposed parking plans to observe where the barrier <br />will be placed. <br />Mr. and Mrs. Norbert Hermes and. Mrs. Ralph Hermes, xt-o own <br />adjacent proper~-, were present eed advised they had no <br />objections to the proposed nex structure. <br />Councilmeanber Black moved, seconded by Counailmem-ber McGough <br />to approve the application for a Variance and Conditional <br />Use submitted by Amoco Oil subject to the three conditions <br />indicated by the Planning Commission and xith the further <br />indication that the type of barrier be subject to approval oP <br />the Cit~r ~gineer. Upon a vote being takes the following voted <br />"t~ye" : Mayor Warlcsnti~, Councilmembers Black, MoGough, steels <br />and Hra~wn and the following voted "nay": None. Motion carried. <br />Mr. Richard Skogsberg appeared before council regarding the <br />recreation fee to participate in the Roseville Recreation <br />program. The registration Pee charged is 150 more than <br />Roseville residents. Clerk Administrator Barnes reviewed <br />- the meeting he had attended on the Co~atuiity School Service <br />chaired by Charles Brandt of the b23 School. Board.
