Councilmember Steele questioned (cont.} <br />what, if anything, Metro Council is doing with the 35E study. Mr. Lefko <br />stated there is a political game going, and in 18 months, after their study <br />is finished, it will be right back around to a political decision. Mayor <br />Warkentien brought out for discussion plans being discussed in regard to <br />the health programs in the area. The Metro Council is attempting to local- <br />ize areas for specialization, such as burn centers. Mayor Warkentien <br />thanked Mr. Lefko for appearing and bringing the council up to date on <br />Metro Council activities. <br />Councilmember McGough presented a proposal submitted to the Tree Committee <br />regarding trees to be planted on Fulham i.rt the University Grove area. <br />Councilmember Steele commented that the Grove area was not designated <br />a high priority area, therefore no tree designation was made for that <br />area. Councilmember McGough moved, seconded by Councilmember Brown to <br />defer the matter to the Tree Committee for discussion and recommendations. <br />Motion carried unanimously. <br />1 <br />[' <br />Council discussed at length problems regarding boulevard trees. Council- <br />member Steele recommended a decision be made and not defer the problem <br />arty longer. Councilmember McGough moved the 67 trees not on the property <br />line be considered private and responsibility assumed by the homeowner. <br />Mayor Warkentien seconded. Upon a vote the following voted "aye": Mayor' <br />Warkentien, Councilmembers McGough and Steele, and the following voted <br />'nay": Councilmembers Black and Brown. Motion carried. <br />BOULEVARD <br />TREE PLANTIl+IGG <br />BOULEVARD <br />TREE RENyDVAL <br />Mayor Warkentien moved, seconded by Couneilmember Black to hold a Special SPECIAL MTG. <br />City Council Budget Meeting on September 20, 1978 at 7x30 p.m. Motion CITY COUNCIL <br />carried unanimously. BUDGET MTG. <br />Mayor Warkentien appointed Councilme:nber McGough to replace him as <br />representative to the Fire Department. <br />Fire Chief Jerry Renchin appeared before council requesting authori- <br />zation to write a letter soliciting funds for an ambulance. The <br />letter is to be presented to various organizations and clubs in the <br />area. Councilmember Steele questioned what extra costs, if a-ny, were <br />anticipated by the department. Also, whether we would require full <br />time employees. Fire Chief Renchin explained to council that out of <br />291 ambulance units. in the state only 79 had full time employees, so <br />he did not feel we would ever require anyone full time to operate the <br />ambulance. Extra costs, if arty, would be absorbed in the present budget <br />and/or derived from the billing receipts. The Department is considering <br />an increase in rates from the present rate of $20.00 a run. Paramedic <br />units charge from $ 150 to $175 a run plus extra for medical supplies <br />used. Our units provide basic emergency care as they are EMTs not <br />Paramedics. If the department is unable to obtain the total needed <br />for the ambulance the project will be dropped. If we do obtain the <br />ambulance, the Ramsey County Sheriff's Department will continue with <br />their present vans which could be used as a transport vehicle if needed. <br />They do not plan to change to sedans. <br />FIRE DEFT. <br />REPRESENTATIVE <br />FIRE DEPT. <br />AMBULANCE <br />Fire Chief Renchin introduced Dr. Robert DanTyn to the council.
