MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 13, 1978 <br />Page 3 <br />VanTyn informed Council he has been affiliated with St. Paul Ramsey <br />Hospital for 18 years and has trained several volunteer groups. It <br />is his opinion that the volunteer groups are dedicated groups providing <br />good basic emergency care. The community does not need Paramedic <br />unites, 90~ of the calls made are handled adequately,-,however, the <br />community is sub-standard in the transporting of patients, he maintained. <br />Councilmember McGough moved to authorize Fire Chief Jerry Renchin to <br />proceed with the letter to seek funds to purchase an ambulance, keep- <br />ing in mind that at such time that it will cost the City anything to <br />purchase it, the pro3ect will be dropped at that point. Councilmember <br />Brown seconded and upon a vote being taken the following voted aaye": <br />Mayor Warkentien, Councilmembers McGough and Brown. Councilmembers <br />Black and Steele voted "nay". Motion carried. <br />1 <br />~J <br />Mayor Warkentien asked Dr. Ron Eggert if he would like to share his <br />thoughts regarding ambulance service for Falcon Heights. <br />Dr. Eggert stated it is the general feeling ambulance services pro- <br />vided by Ramsey County are perhaps somewhat sub-standard. For most <br />runs they are adequate as they are not emergencies, in the sense they <br />require all of the facilities available in a Paramedic service.,For <br />many of the runs that are made, the quality of the care is sub-standard <br />such as the call to GTA and some others I have heard of, and I think <br />that a volunteer service, particularly one that was really interested, <br />could certainly upgrade that. The other point not brought out by <br />Dr. VanTyn, a volunteer ambulance service, the one that is being <br />proposed here, equipped with two way radio can interdigitate with the <br />Paramedic service in St. Paul and meet them at the city limits, but <br />this is less than ideal in a coronary emergency due to the time element. <br />Dr. Eggert stated he was in agreement with council that it should be <br />a pay as you go type operation. <br />i3~~ <br />AMBULANCE <br />(cont.) <br />DR. RON EGGERT <br />HEALTH OFFICER <br />Councilmember McGough moved, seconded by Councilmeanber Brown to CANVASSING <br />approve state primary election returns submitted by the ~ voting precints BOARD <br />of the City of Falcon Heights. Upon a vote being taken, the following PRIMARY <br />voted "aye": Mayor Warkentien, Councilmembers Black, McGough, Steele ELDCTION <br />and Brown and the following voted "nay": None. Motion carried. <br />Councilmember Black reported a resident on Albert Street had complained <br />to him about cars parking on residential property and excessive cars <br />parking on the driveway. Councilmember Black called on the offending <br />party and iaformed them of Zoning Ordinance 61~. There is also a <br />problem on Hoyt. Attorney Kenefick was requested to check our Ordinance <br />6t~, to check for possible changes that could be made to clear up some <br />of the unsightly parking, repairing of vehicles and regulation as to <br />the number of cars per licensed driver. <br />Mayor Warkentien moved, seconded by Councilmember McGough to extend <br />the meeting to 12:00 midnight. Motion carried unanimously. <br />Clerk Administrator Barnes read a letter written by residents in the <br />Arona, California area regarding the vacant lot owned by Mr. Cohen. <br />In the past he has not kept the lot mowed and picked up.
